Organizational Setting
The main aim of FAO Country Office, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Kyrgyzstan assists the Government of the Kyrgyz Republic to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods. In this context, the FAO is implementing in collaboration with the Government of the Kyrgyz Republic, the GCF- funded project 'Carbon Sequestration through Climate Investment in Forests and Rangelands (CS-FOR)' (GCP/KYR/020/GCF). Project activities are aligned to the immediate needs, as well as longer term development challenges associated with Agenda 2030 and beyond. The project objective is to increase carbon sequestration through supporting climate investments in forests and rangelands and through reducing drivers of degradation and emissions via institutional support, participatory ecosystem-based sustainable management of natural resources and green growth investments. This assignment will contribute to project objective, such as to contribute to the development of a low carbon-emission and climate-resilient economy, while capitalizing important co-benefits from adaptation and disaster risk reduction.

The post is located in the FAO Representation at Bishkek, Kyrgyzstan.

Reporting Lines
The Technical Adviser reports to the FAO Representative in Kyrgyzstan and works in close collaboration with the Assistant FAO Representative (Programme) and lead technical officers.

Technical Focus
Management of project activities timely and efficiently ensuring the use of Climate Resilient Agriculture techniques, climate change mitigation and adaptation, natural resources management, economics and value chain development.

Key Results
Comprehensive technical and policy expertise to support technical cooperation-related programmes, projects, products and services in accordance with the FAO Strategic Framework.

Key Functions
• Leads the development, implementation and evaluation of assigned technical cooperation-related programmes/projects; reviews relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions.
• Coordinates technical cooperation activities and programme-related activities and reviews the assessments of issues and trends for their'implementation and leads the preparation of impact evaluation or equivalent studies.
• Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications.
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities.
• Leads field missions, including provision of guidance to external consultants, government officials and other parties.
• Provides advice regarding the development of policies and strategies related to technical cooperation, as well as regional, sub regional and national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
• Provides comprehensive technical and policy expertise to support the planning, development and implementation of FAO and GCF programmes, projects, products and services in accordance with the project's objectives, FAO's Strategic Framework.
• Leads the implementation of the CS-FOR project activities according to FAO and GCF technical, operational, and financial procedures.
• Prepares detailed annual work plans, targets and budgets estimations according to project needs.
• Participates in the recruitment of technical experts' team and other specialists in the project.
• Leads coordination and communication-related activities and provides technical support to team of technical experts and other specialists in the project.
• Identifies potential areas of Climate Smart Agriculture and Ecosystem-based approach policies and designs interventions to be supported by the project in consultation with government agricultural departments, forest departments, farmer groups and associations, universities and research institutes, and other relevant stakeholders.
• Ensures capacity development of Operational Partners' and of Project Management Unit's staff and consultants on technical and managerial aspects (including facilitation for procurement and financial, human resources and quality assurance for overall project implementation).
• Liaises with Ministry of Agriculture (MoA), Community Development and Investment Agency (ARIS) and Russian Kyrgyz Development Fund (RKDF) to ensure coordination of planning and in the achievement of the project's results, and with FAO for technical assistance and support in implementation.
• Supports new programmes and projects development in the field of natural resource management, climate change adaptation and mitigation, climate resilient agriculture.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agricultural economics, rural development, climate change or relevant agro-allied disciplines.
• Seven years of relevant experience in technical cooperation related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
