Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency - has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health - Mental Health, Psychosocial Support and Protection - Food Security and Livelihoods - Water, Sanitation and Hygiene - Advocacy. Action contre la Faim has been working in Mozambique between 1991 and 2001, and has resumed its presence in 2019 via local actors 'strengthening and in 2021 via direct interventions. ACF's mission in Mozambique, currently focusing on Cabo Delgado province, is in expansion, with ongoing humanitarian and early recovery portfolio. The field team is composed of 105 people, and to grow in coming months. Our assistance currently focuses on the province of Cabo Delgado, with a field office in Pemba, a field office in Mueda and a sub-office in Macomia.

The coordination team is currently based in Pemba, with a 2023 mid-term objective to shift it to Maputo, the capital city.

Action contre la Faim is implementing a Nutrition and Health, Food Security and Livelihoods and Water, Sanitation and Hygiene integrated portfolio in several districts of Cabo Delgado province. The organization is also one of the Rapid Response Mechanism actors.
RESPONSIBILITIES

You will lead the development of the WASH Country strategy in line with the country strategy for an effective relevant and qualitative implementation of WASH Programs in the Country Office, in accordance with ACF and international standards and national policies.
More specifically, you will :
- Contribute to the definition of the country strategy, and to the definition of the strategy and positioning of the WASH technical department
- Coordinate the identification of needs and the formulation of project proposals
- Support the implementation and ensure the reporting of programs/projects
- Ensure quality and accountability of projects
- Ensure ACF's active participation in national sectoral coordination, technical platforms and develop sectoral partnerships
- Manage the teams
- Promote capitalization, technical development and research within the WASH department

REQUESTED PROFILE

- You hold a Degree in Water Engineering/Construction Engineering/Public Health with experience in water, sanitation, hygiene and health education projects with over 3 years of experience OR relevant degree with at least 5 years' experience in project management, preferably in a humanitarian context. Experience can be considered in lieu of academic qualification, but not vice-a-versa;
- You have demonstrated previous experience in WASH proposal writing and donor WASH reporting skills, demonstrated experience in financial management and preparation of WASH budgets for programming, WASH project cycle management (including logistic and financial management), organizing WASH formal and on-site training and external representation;
- You have working experience in complex emergencies and seurity volatile contexts ; an experience in a development would be a plus;
- You have the following technical skills : drilling, sanitation construction, WASH in IDP sites, IPC, WASH promotion & awareness. Skills in the following topics would be a plus : water governance, WASH'in Nutrition, WASH'in Emergency, CATI, formative study WASH barriers, cholera response, water networks, behavior change approach;
- You are proficient in MS Office Applications;
- Good writing & speaking skills in English are mandatory; fluency in Portuguese would be a plus.

SPECIFIC CONDITIONS / SALARY

- 6 months fixed term contract under French or Mozambic law
