Result of Service

• Liaises on a regular basis with UNODC/DPA/RAB senior management to discuss envisioned goals, strategic direction and review progress of the agile team for the 2023 World Wildlife Crime Report, as well as strategic inputs/ideas for longer term wildlife crime research plans.
• Holds meetings with the WWCR development team to clarify roles, develop workplans, monitor the implementation process and timely delivery of agreed outputs.
• Establishes a process to ensure a joint understanding and implementation of RAB quality assurance process (Annex 1) to address the needs of the end users of the WWCR, in consultation with UNODC/DPA/RAB senior management.
• Collects regular feedback on the team process and facilitates the functioning of the WWCR team by addressing disruptions and challenges.
• Provides strategic advice and expertise in line with the overall responsibilities
• Coordinates with the Scientific Advisory Committee, CITES and other partners and keeps them engaged in the WWCR development process.
• Supports the finalization, publication and dissemination of the 2023 WWCR in consultation with UNODC/DPA/RAB senior management.

Duties and Responsibilities

In May 2014, UNODC launched its Global Programme for Combating Wildlife and Forest Crime (GP WLFC), aiming to improve cooperation and capacity of Member States to work locally, nationally, and internationally to prevent and combat wildlife and forest crime. The World Wildlife Crime Report (WWCR) was launched on 24 May 2016, laying the foundation for UNODC’s research work on wildlife crime. The report is now in its 3rd edition.

In preparing the World Wildlife Crime Report, UNODC performs a quantitative assessment of illicit wildlife markets by triangulating the data on supply, trafficking, and demand, primarily based on the official data submitted by parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The World Wildlife Crime Report also focuses research efforts on in-depth illicit trade case studies, using largely qualitative methods. The next report (WWCR3), targeted for publication before the end of 2023, is expected to focus on improving understanding of wildlife crime harms, trends, drivers and approaches to understanding what works in reducing its negative impacts.

The senior consultant will contribute to the strategic design and development of the 3rd iteration of the World Wildlife Crime Report (WWCR) and support UNODC in engaging external partners to increase the report’s reach and use in the broader conservation and wildlife crime community. S/he will be responsible for supporting UNODC senior management in implementing an “agile team approach” to produce the 2023 WWCR and provide leadership and guidance to the WWCR team to ensure that the team is working together to achieve their goals. The consultant will guide the team in implementing the process (the Agile process) and facilitate communication within the team. The consultant will guide and support the preparation, finalization and dissemination of the report and assist in the review of chapter drafts where reviewers disagree on content. S/he will also prepare, manage, and coordinate the meetings of the report’s Scientific Advisory Committee and help with external partner engagement and internal review process at several development stages of the report, as well as for the launch of the final product.

Qualifications/special skills

• Advanced university degree (Master’s degree or equivalent), in sociology, criminology, economics, international relations, law, other social science or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of fifteen years of progressively responsible experience, with at least 7 years at the international level, in areas related to quantitative and qualitative research on wildlife crime is required.
• Experience in programme/project management as well as management, coordination and supervision of staff and work teams is required.
• Experience with the preparation of institutional research publications is desirable.
• Experience with advocacy and fundraising for research is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
