Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.


Tasks and Responsibilities:

Under the direct supervision and guidance of the Chief of Police Development Unit, the incumbent will be providing programmatic, project management, administrative, financial, logistics and coordination support to the Police Development Unit (PDU). More specifically, the incumbent will be responsible for:

  1. Collecting data and as instructed by the supervisor, drafting and/or reviewing project proposals, budget estimates, reports, self-evaluations of projects presented by Project Managers, and drafting other project-related supporting documentation in cooperation and coordination with the Chief of Unit;
  2. Assisting in the administrative and logistic requirements of project related activities, providing advice and guidance to PDU staff on applicable project-related administrative, finance and human resources rules, regulations and procedures within the project management cycle; liaising with Fund Administration Unit (FAU) as appropriate;
  3. Assisting in the preparation of detailed specification of goods and services to be purchased; preparation of Purchase Requisitions in IRMA as appropriate and following-up on procurement procedures, ensuring that the required goods/services are available in timely manner; receiving services in the system and following-up on payment;
  4. Drafting correspondence and facilitating inter- and intra-departmental communication and coordination of project-related administrative, finance and human resources matters necessary for the implementation of project activities. Organizing project-related meetings and events, preparing background papers and project-related briefing material and presentations for internal and external use; 
  5. Compiling and maintaining electronic and hardcopy project-related records and files;
  6. Performing other related work as assigned.


Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education supplemented with training in administration or project management field;
  • At least 4 years of related work experience, including in drafting/administration of project proposals, reports, budgets, evaluations, administration and monitoring of projects implementation, preferably in international organization;
  • Computer literate with practical experience in Microsoft packages; experience with ORACLE applications will be consdered as an asset;
  • Excellent verbal and written communication skills in English and local language(s);
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate gender perspective into tasks and activities.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.41. 

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
