The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. The Public Management and Budgeting Division (PMB) assists countries improve the performance of their public sector. Guided by good governance principles and sustainable fiscal objectives, it helps countries achieve policy goals through arrangements that allocate budgets to priority areas, organise institutions to deliver, and develop workforce and leadership skills. The work within the Division places a strong emphasis on strategy and the delivery of results. It employs a diverse team of expert practitioners who work in a supportive and dynamic environment that is responsive to the needs of member and partner countries. The Division is committed to helping countries optimally manage financial and human resources in a transparent and accountable manner. To further these objectives, it supports the Committee of Senior Budget Officials (SBO) and the Public Governance Committee (PGC).

The PMB Division is looking for a Policy Analyst to support its work programme. The selected candidate will have a passion for supporting countries advance their public management and budgeting reform agenda. The successful candidate will report to the respective Senior Policy Analyst and Head of Division.

Main Responsibilities

1.  Research, Analysis and Drafting

  • Conduct research and analysis on key public governance issues, including country-specific policy challenges and reform initiatives.
  • Support the development of international good practice guidelines and comparative indicators.
  • Contribute to OECD thematic studies and country reviews, including the formulation of policy assessments and recommendations.
  • Provide support to countries to advance implementation of OECD recommendations and national reform initiatives.
  • Draft clear, concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications aimed at policy-makers and wider audiences.

2. Liaison, Dissemination and Representation

  • Develop and maintain working relations with senior officials in national administrations and international organizations, as well as colleagues across the OECD.
  • Actively engage in the dissemination of policy recommendations through a variety of channels and supports, targeting the audiences that will promote maximum impact.
  • Prepare and deliver relevant and timely presentations at conferences and other events.
  • Participate in missions to member and partner countries as required.  
  • Keep abreast of policy issues and general developments in the area of public governance.

Ideal Candidate Profile

Academic Background\:

  • An advanced university degree in public management/administration, economics, law or other relevant field.

Professional Background\:

  • A minimum of three to five years professional experience in the field of public management and budgeting.
  • Professional experience in a national administration would be an asset.
  • Good organizational skills, ability to work effectively on the basis of general instructions and with minimum supervision.
  • Excellent interpersonal skills and ability to collaborate effectively with teams.

Languages\:

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Initial fixed term appointment of 13 months, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in February  2023 and panel interviews are planned for March 2023.
