The Danish Refugee Council is currently looking for a skilled and experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join our team in Chisinau, Moldova.

The Danish Refugee Council (DRC) is a leading protection agency whose mandate is to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. DRC has been operating in Ukraine since 2014, following previous operations in the 1990s and between 2007-2013. Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programmes to provide early recovery and durable solutions to people affected by the conflict including IDPs and communities living along the contact line, as well as reduce the threats of explosive ordnance with a growing humanitarian mine action programme. Due to the ongoing conflict that began in Feb 22, DRC opened offices in Poland, Moldova, and Romania to provide support to displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

 

About the job:

As MEAL Officer you will conduct monitoring activities, communicate information, gather data from the field, and follow up on the field-based activities to get feedback on the quality and relevance of the assistance. You will analyze data and write reports for internal and external purposes.

Your main duties and responsibilities will be:

Support Quality Management, project implementation, and monitoring

  • Follow the project’s Log frame and monitoring and evaluation documentation.
  • Participate in project Kick-off meetings, review meetings, and close-out meetings to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programs.

 

Programme Monitoring, Evaluation, Accountability, and Learning

  • Act as the project focal point for accountability and lead the implementation of program-wide feedback and complaint mechanisms.
  • Ensure that DRC’s team members are supporting all efforts towards accountability, specifically to beneficiaries and in line with international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of DRC projects.

Capacity building

  • Provide timely advice to the project coordinator and staff as required.
  • Build capacity, train, and support sectors and field staff to improve the field monitoring or any other MEAL requirements.

 

Project and Partnerships

  • Act as a focal point for all MEAL-related issues of the project.
  • Organize and run the MEAL workshop and review the consortium and partnerships.
  • Ensure coordination of data collection and compiling.
  • Engage in other MEAL or project-related tasks

 


About you

To be successful in this role we expect you to have:

  • Minimum 2 years of professional experience in humanitarian emergency contexts with PDQA responsibilities.
  • Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Basic knowledge of data analysis practices and tools
  • University degree in political science, international development, economics, or other relevant field
  • Full professional proficiency in English and Romanian
  • Proficiency in Ukrainian and/or Russian is highly recommended

We offer: 

Contract length: 12 months

Band: H

Base salary range: from 1320 to 1684 Euro gross per month, based on experience

Duty station: Chisinau, Moldova

Start date: February 15th, 2023
