Background Information - BSSC

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Background Information - Job-specific

Under the direct supervision of the Payroll Analyst and the overall direction of the Manager of BSSC, the Team Lead (Staff Payroll) ensures effective management and delivery of global payroll services for staff, ensuring high quality, accuracy and consistency of work. 

The Team Lead (Staff Payroll) provides expert advice and is the subject matter expert on staff Payroll. They directly supervise the staff payroll Team and coordinate the payroll cycle and provide technical and functional payroll expertise for the processing of payroll for UNOPS and Partner staff  in line with UNOPS rules and regulations. The Team Lead (Staff Payroll) promotes a client oriented approach in providing payroll services to UNOPS and its partners.

The Team Lead (Staff Payroll) works in close collaboration with other offices to resolve complex payroll-related issues, ensures consistent service delivery and provides accurate and timely advice on Staff Payroll matters. The Team Lead (Staff Payroll) partners directly with counterparts in the Payroll and Finance units for finalization of payroll and process improvements including and through the use of information technology and communication tools. 

The Team Lead (Staff Payroll) works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ staff ensuring successful performance in payroll management. 

Functional Responsibilities

1. Personnel management
  • Provide day-to-day supervision to the staff payroll team, coordinate the work of the team and adjust workloads as necessary.

  • Coordinate staff payroll operation, monitor payroll workflow, team assignments and processing deadlines to ensure high quality of payroll process.

  • Track (monitor) through weekly follow-up the overall performance of the Payroll process.

  • Attract, retain and develop talent with the skills and competencies needed to ensure optimum performance, offering guidance to enable responsible, effective and efficient performance.

  • Manage resources in accordance with UNOPS standards of ethics, integrity and accountability framework and financial sustainability.

  • Ensure principles of human rights, gender equity, peace, voice and accountability, ‘doing no harm’ and aid effectiveness in all activities.

  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments

2. Coordination and management of staff payroll process
  • Coordinate day-to-day activities to ensure the accurate and timely staff payroll processing.

  • Ensure effective communication between the Payroll Department and other internal departments in accordance with set priorities.

  • Implement processes that ensure all required contributions, and other deductions such are withheld from individual paychecks and processed accordingly.

  • Ensure accurate accounting and reporting on all payroll related feeds to finance. Perform and oversee accurate, correct, and timely payroll reconciliations and audits, and troubleshoot any issues that arise.

  • Document payroll processes and procedures.

  • Provide quality analysis of the payroll process, reporting on status and identifying challenges and areas for improvement.

3. Provide timely and accurate payroll reports and advice on staff payroll queries 
  • Communicate technical and confidential information to all levels of staff and other stakeholders as appropriate. Provide immediate response to requests for clarification and interpretation of payroll data and reporting.

  • Provide interpretations on various payroll  rules, regulations, and policies including collaboration with pension fund, insurance providers, auditors and/or other internal units to resolve problems and provide requested information.

4. Standard Operating Procedure Setup and Payroll systems development, testing and maintenance
  • Provide information on systems and processes, and guidance on issues as appropriate. Escalate high level issues and all service issues to the supervisor and  Payroll Manager.

  • In collaboration with management, IT, and systems support staff, develop, test, and implement new and/or updated system processes and improvements as assigned.

  • Contribute to the development of Standard Operating Procedure for staff  payroll. 

  • Perform other tasks assigned by the management on a timely basis.

  • Maximize the use of technology to keep all counterparts satisfied .

5. Knowledge Building and Knowledge Sharing
  • Conceptualize and recommend further process improvements.

  • Synthesis of lessons learned and best practices in payroll/reporting.

Education/Experience/Language requirements

Education:
  • A first-level university degree (e.g. Bachelor) in Human Resources, Business/Public Administration or other relevant field is required. An advanced university degree (e.g. Masters) may be considered as a substitute for 2 years of work experience.
  • Knowledge of  UN policies, procedures and practices is highly desirable.
Experience:
  • A minimum of two (2) years of relevant experience in providing HR/payroll advisory and/or administration services is required.

  • Experience in the UN system organizations is desirable.

  • Proficiency in computers and office software packages (e.g. MS Office and Google Suite) and experience in handling web-based management systems is desirable.

  • Experience in the use of HR information systems, Enterprise systems including OneUNOPS is desirable


Language Requirement:
  • Fluency in written and oral English required.  
  • Knowledge of the second UN working language is desirable.
