The Danish Refugee Council is currently looking for a skilled and experienced HR Officer to join our team in Chisinau, Moldova.

The Danish Refugee Council (DRC) is a leading protection agency whose mandate is to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighbouring countries of Poland, Romania and Moldova and wider Europe. DRC has been operating in Ukraine since 2014, following previous operations in the 1990’s and between 2007-2013. Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programmes to provide early recovery and durable solutions to people affected by the conflict including IDPs and communities living along the contact line, as well as reduce the threats of explosive ordnance with a growing humanitarian mine action programme. Due to the ongoing conflict that began in Feb 22, DRC opened offices in Poland, Moldova, and Romania to provide support to displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

 

About the job:

HR Officer will be focusing on all HR matters in DRC Office in Moldova: from recruitment to contracting and onboarding to day-to-day employee assistance. Together with the Support Services Team Leader for Moldova and Head of Support Services for Poland, Romania and Moldova, in close collaboration with the DRC Moldova Response Manager, HR Officer will develop Moldova’s HR strategy and translate it into action plans and day-to-day tasks.

Duties and responsibilities:

General Human Resources Tasks

  • Advise and assist management and employees on HR-related issues and concerns
  • Review HR processes and suggest improvements

 

Recruitment & Onboarding

  • Prepare job adverts and assist hiring managers with the recruitment process from start to finish
  • Book testing, schedule interviews, and prepare employment contracts
  • Prepare onboarding program for new employees

 

Compensations & Benefits

  • Manage, update and process the staff payrolls in close collaboration with the other departments, and ensure onward submission to the finance department
  • Prepare and submit required reports on a monthly basis for auditing purposes
  • Ensure that records of all Human Resources related information are kept and sent on a timely basis to relevant parties

 

Development, People Planning, and Well-being

  • Ensure that the performance appraisal process is conducted and that learning and development opportunities are communicated to the employees
  • Support in conducting induction trainings on Code of Conduct, Confidentiality, Conflict of Interest, etc. as needed
  • Assist in people planning activities (e.g. ensure job descriptions are in place for all roles)
  • Support people well-being initiatives

We offer: 

Contract length: 12 months

Band: H

Base salary range: from 1320 to 1684 Euro gross per month, based on experience

Duty station: Chisinau, Moldova

Start date: February 15th, 2023
