Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29,738 JOD yearly.

Introduction

The BMZ (through KfW)-funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large scale employment following the principles of decent work.

The programme in its sixth phase under Outcome 2 ‘Improved perspectives for longer term employment and income of Syrian refugees and vulnerable Jordanians’ will implement activities related to skills development (vocational training, work-based learning etc.) and entrepreneurship training. The Skills and Enterprise Officer will be recruited to assist in the design, implementation, monitoring and evaluation of the programme activities under Outcome 2, and any other duties that may be required.

Reporting lines:

The incumbent will report to the Chief Technical Advisor of the project and will work closely with all other members of the team and Senior technical specialist in DWT ROAS Beirut.

Description of Duties

The National Project Officer – Skills and Enterprise will undertake the following tasks:

1. Assist in the design and implement activities under Outcome 2 such as Skills and Enterprise development but not limited to, skills assessment studies, profiling of beneficiaries, identifying consultants and implementing partners, technical guidance on implementation of training to beneficiaries, training of trainers, developing curricula and training Materials, supporting job placement & mentoring services, tracer studies etc.

2. Monitor the progress of Outcome 2 by reviewing, verifying and analysing workplans, progress reports, final reports and other data for clarity, consistency and completeness. Coordinate the reporting and evaluation of work under this outcome such as reporting on results on a periodic basis.

3. Follow-up with relevant line ministries, employers’ organisations, workers’ organisations, executing agencies, and other organizations to expedite implementation and meet targets.

4. Assist in the programming and monitoring of resources of the skills component, prepare budget estimates and expenditure forecasts in relation to planned activities and making recommendations for remedial action. Identify potential problems, propose solutions and actions.

5. Regularly communicate on results under this outcome for external audiences through news articles, press releases, videos, human impact stories etc.

6. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings with different stakeholders including service providers, associations and financial institution. Undertake missions to project sites independently or accompanying others.

7. Provide inputs and support the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the project. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.

8. Coordinate with skills and enterprise specialists in the regional office and other projects in ILO Amman to deliver on, coordinate and check for coherence with other ILO activities in these areas.

9. Supervise and guide the work of the skills and enterprise assistant, consultants and implementing partners under this outcome. Follow-up on delayed documents and clarify information to partners to support successful completion of agreed activities.

10. Perform other duties as may be assigned by the CTA.

Required qualifications

Education

University degree (Bachelor’s or equivalent) in a field relevant to the job

Experience

Three years of progressively working in skills and enterprise training environment required. Proven experience of implementing technical cooperation projects and working effectively with governing bodies and development partners would be an asset.

Languages

Excellent knowledge of English and good knowledge of Arabic

Competencies

  • Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills.
