Program Overview:

 

In Panama, CHAI provides direct technical and operational support to the Ministry of Health (MOH) to strengthen the Department of Information Systems, and individual disease programs to reduce the burden of preventable and treatable diseases. For years CHAI has supported Panama to scale up effective interventions for malaria prevention, diagnosis, treatment, and surveillance, with the goal of accelerating progress towards disease elimination.

 

Technology can play a catalytic role in achieving government public health goals. CHAI staff embedded within MOHs work with Digital Health Units, Departments of Information Systems, and individual disease programs to apply technology effectively to catalyze government public health goals. This includes the design and development of fit-for-purpose and scalable digital products, scaling and institutionalizing technologies, and creating an enabling digital ecosystem within and outside of the MOH. CHAI’s goal is to ensure strong and capable MOH programs that have the knowledge, systems, and organizational abilities to efficiently achieve their goals.

 

Role Overview:

 

CHAI is seeking a highly motivated individual to join the organization as a Digital Health Associate in Panama and play a critical role in shaping the strategic vision of the digital health strategy in Panama and supporting in the design, development, and implementation new digital tools.  The individual will lead the development and costing of a national strategy for digital health; provide strategic input and operationalize thoughtful design, creation, modification, and maintenance of potentially complex and diverse digital platforms; carry out training sessions related to the management, deployment and use of technology solutions; aid in the documentation of national policies and standards; and help staff use and troubleshoot digital solutions on an ongoing basis

Responsibilities

Digital Health Foundations Support (40%)

  • Work with Ministry of Health (MoH)counterparts, in-country partners, and global/regional/local CHAI teams to map current systems and platforms currently used to collect and visualize data within the MoH.
  • Provide thought partnership and hands-on support to the Digital Health and IT departments in creating a strategy, costed roadmap, and governance framework for cross-cutting digital health support to programs.
  • Alongside MoH staff, co-create guidelines and SOPs needed for maintaining foundational systems of health programs and providing support to end-users.
  • Develop and help refine training material, SOPs, and guidance.
  • Establish and cultivate relationships with CHAI team and in-country partners working on technology, data, and/or surveillance work, to inform CHAI activities, guide country strategies, and collaborate with stakeholders to achieve program objectives.

Digital Health Workforce Capacity Building (30%)

  • Help train and strengthen capacity for digital health governance and management, the administration and maintenance of IT systems, as well as project and vendor management.
  • Plan and execute training workshops in technical project management.

Maintain and scope new systems for digital health (30%)

  • Complete an initial feasibility assessment of a common geo-registry for Panama.
  • Manage ongoing tracking and prioritization of software development activities. Proactively manage changes in project scope, identify challenges and roadblocks, and develop contingency plans.
  • Test developer outputs and provide regular feedback on bugs and functionally to ensure solutions are being developed according to specifications
Qualifications
  • Bachelor’s degree, ideally in relevant field (information systems, epidemiology, public health, computer science); Master’s degree preferred
  • Working proficiency in both English and Spanish
  • At least three years’ working experience as a business analyst, product manager, technical project manager, or in a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives
  • Proven experience in planning, designing and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users, preferably for disease surveillance
  • Proven experience developing SOPs and strategic plans
  • Ability to work with diverse stakeholders, including healthcare workers, Ministry of Health program staff, NGO partners, the WHO, technology companies, and academic partners
  • Comfort and proactiveness with learning new technologies; DHIS2 experience strongly preferred
  • Exceptional communication skills with people of varied professional and cultural backgrounds; experience communicating technical concepts to non-technical users
  • Ability to think strategically and anticipate future consequences and trends
  • Ability to work well both independently and as part of a multidisciplinary team
  • Strong work ethic, integrity, credibility, and dedication to CHAI’s mission
  • Ability to be effective, calm, and flexible in high-pressure situations, to handle multiple tasks simultaneously and to effectively prioritize
  • Proven ability to function in a fast-paced work environment
  • Ability to domestically and internationally approximately 15-20% of the year

 

Advantages

  • Knowledge of common health information management systems and digital global goods (e.g., DHIS2, OpenLMIS, OpenSRP, CommCare, OpenMRS)
  • Understanding of interoperability principles and standards (HL7, IHE, FHIR)
  • Visualization software experience (Tableau, PowerBI)
