Communications Consultant- P3

Result of Service

This position will focus on maintaining the Humanitarian Principles section of UNRWA’s website, assisting the Executive Office in communications to UNRWA staff concerning humanitarian principles (including neutrality), and managing social media campaigns. This will be a continuation of efforts already made under the project to promote a more positive approach to humanitarian principles within the Agency and to help mitigate the Agency’s reputational risks. The communications officer will take over the work carried out under this project by an external marketing company, which was hired to review the Agency’s internal communications materials and to develop an internal communication campaign as a way to increase buy-in from staff. Having someone dedicated to this task in-house will increase the effectiveness of the work.

Expected duration

The duration of the consultancy is 07 months, renewable subject to satisfactory performance and availability of funds.
Remuneration for this consultancy is on P3 and will depend on the qualifications and experience of the candidate.
The consultant will be paid ($6,490.0) monthly.

Duties and Responsibilities

• Design and manage the implementation of internal communication that increases knowledge of humanitarian principles (primary) and protection (secondary) among Agency personnel, and/or assist in further integrating humanitarian principles and protection within UNRWA’s different programs.
• Work closely with the International Protection and Advocacy Officer to develop timely and effective communications strategies to increase public awareness of protection risks Palestine refugees face in UNRWA’s five fields of operation – Jordan, Lebanon, Syria, the West Bank, including East Jerusalem, and the Gaza Strip – and in support of protection advocacy targeting improved protection outcomes for Palestine refugees.
• Lead on the production of high-quality communications products for print, audio/visual and social media in English, including press releases, feature and human-interest stories, program success stories, short videos, social media posts, infographics and other related materials with a protection and/or humanitarian principles focus. This includes supporting communications campaigns conducted by UNRWA field offices as required
• Lead on the identification of new communications opportunities and products consistent with the Protection Division’s communications and/or advocacy strategies and objectives, and that highlight the different dimensions of protection and humanitarian principles work undertaken by the Protection Division to ensure this work is featured appropriately in UNRWA communications and regular engagement with donors. This includes keeping abreast of main protection trends and engagements, liaising with relevant program and field teams, and undertaking field visits as required.
• Manage, collate, and distribute organizational announcements, and work with internal and external partners on content alignment and language requirements.
• Update (and redesign as necessary) regularly the content of both the Humanitarian Principles and Protection sections of UNRWA’s website. Assist in the development and management of the internal Humanitarian Principles SharePoint page.
• Advise on all aspects of communication matters, particularly on risk mitigation and risk management communication, and supplement UNRWA’s daily media review by bringing to the attention of the International Protection and Advocacy Officer news reporting or stories of particular relevance to the work of the Protection Division, including the Humanitarian Principles team.
• Cultivate strong internal relationships and partnerships throughout the organization as well as with third party vendors.
• Help build a culture where two-way internal communication is seen as fundamental and integral to the success of the organisation and its staff, and where communication is seen as the business of every staff member.
• Collaborate closely with partners across all UNRWA fields of operation to ensure all updates are collected and provide communications counsel as appropriate.
• Provide overall support to the Protection Division, ensuring a protection and humanitarian principles lens is applied to internal and external communications content.
• Perform other duties as may be assigned by the supervisor.

Qualifications/special skills

¿ An advanced university degree (Master’s degree of equivalent) from a recognized university-level academic institution in Journalism, International Relations, Public Relations, Communications or another relevant field.
¿ A first-level university degree (Bachelor’s or equivalent) in combination with additional years of related work experience and/or training/courses.
¿ A minimum of 5 years progressively responsible relevant experience in the field of communications, including at least 3 years in an emergency context and/or humanitarian mission for a master’s degree, and minimum of 6 years for bachelor’s degree, of which 2 years of relevant international experience outside the applicant’s country of permanent residence or country of citizenship.
