Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

 

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

The Disaster Risk Management Delegate will support the capacity development of Pacific National Societies, particularly focusing on enhancing the preparedness and response capacities of the 3 Pacific National Societies in North Pacific and supporting their overall organizational development.

 

The role will be an extended arm of the NSD and DRM teams at the CCD in Suva, supporting the 3 societies in the North Pacific – primarily regarding their Disaster Risk Management, including integrated community-based programming- however there will also be elements of overall National Society Development which it will also be the responsibility of this role to support.

The position will further support the objectives of the DRM team in the areas of disaster risk reduction, disaster preparedness, community resilience and climate change adaptation. The role reports to the Head of Sub-Office North Pacific with technical line management by the CCD Disaster Risk Management Manager.

S/he will:

  • Provide technical support to plan and implement activities identified by the three national societies in Palau, Marshall Islands and Federated States of Micronesia through the Country Support Plans/ CCD Operational Plan and ensure proper reporting based on the plans, especially in the area of Disaster Risk Management
  • Provide the technical support to the 3 North Pacific Red Cross-National Societies in planning and implementing disaster response and preparedness activities, including community-based DRM

Provide technical support to the 3 North Pacific national societies in strengthening its institutional capacity to prepare, respond and recover from a Disaster, such as the development and or revision of DM Plans and SOPs.

Job Duties and Responsibilities

  • Based and in line with the CCD Suva DRM Direction Paper, lead the Disaster Risk Management capacity building of the 3 national societies in the North Pacific.
  • Provide technical support on all aspects of Disaster Risk Management programming including preparedness, risk reduction and climate change adaptation.
  • Provide technical support around community based EWS in line with IFRC standards and approaches.
  • In coordination with the CCD Suva DRM team, support the North Pacific National Society DMOs with weather and hazard situation monitoring.
  • In coordination with the CCD Suva DRM team, provide support and guidance on response actions before, during and after disaster occurred, as required.
  • Contribute to the state of Readiness of CCD Pacific and national societies in working closely with counter parts in collecting and updating information on preparedness measures, emergency relief items, deployable personnel before every cyclone season, in coordination with CCD Suva DP and Operations Manager.
  • Ensures closer linkages between NS development and programming support.
  • Coordinate and provide technical support on National Society Development (NSD), tailored to the North Pacific National Societies’ (NSs) specific needs and context and in line with the respective NS’s Strategy and the IFRC Strategy 2030.
  • Coordinate and support any other project activities of the North Pacific National Societies as assigned by the Head Sub-office, North Pacific.

Education

  • Professional qualifications in disaster management or social sciences (such as development or humanitarian affairs).
  • Basic RCRC Training Courses (RDRT, IMPACT, Operations Management, etc.). 

Experience

  • 3 years of experience in disaster management including response and preparedness.
  • Experience of working with countries and partners in Pacific.
  • Experience working for the Red Cross Red Crescent Movement.
  • Experience of working for a humanitarian aid organization (or broader civil society) in a developing country.
  • Experience of working at a local level with communities and/or government.
  • Experience of work in developing partnerships at local, national and in the Pacific.
  • Experience in handling logistics.
  • Basic understanding and experience in National Society Development.

Knowledge, Skills and Languages

  • Expertise in proposal writing, project management cycle.
  • Demonstrated negotiation and problem-solving skills.
