MANDATE OF THE DEPARTMENT:
The Management Department promotes effective Operations of the Joint Programme, and provides overarching management functions in the areas of human resources, finance, budget, information technology and administration to enhance UNAIDS' capacity to implement its mandate and vision.

Within the Management Department, the Information and Communication Technology ensures that information technology is a strategic enabler of the vision of Getting to Zero, and contributes to the transition from managing a disease to ending an epidemic. The ICT team makes possible new ways of collaboration, facilitates greater sharing of knowledge and provides new tools to reach out and communicate - with unprecedented reach and speed - with our key stakeholders and constituencies. To play this important role, the department is an agent of change, contributing to making UNAIDS work fast, smart and efficiently.
Main tasks and Responsibilities of the Position:
Reporting to the Director, ICT, the Lead, ICT business Intelligence, is responsible for all aspects of data and information management, including web technology, and all corporate systems, data analytics systems and applications
- Oversees, manages and motivates the ICT business intelligence team, designing their work plans and supervising effective prioritization, and systems design, development, testing and deployment; thus ensures an integrated, comprehensive approach to information management and architecture that meets the evolving requirements of all UNAIDS user communities and promotes a reputation of client responsiveness in ICT;
- Ensures strong project management, systems integration design and development procedures and quality assurance / testing are delivered for all information management and corporate systems; creates performance metrics and provides regular status reports to supervisor;
- Prepares, manages and reports on the budget for the ICT business intelligence team; accountable for the team’s delivery against the budget and workplan;
- Ensures that the data and stand-alone applications developed are linked into the web and intranet sites when needed, in accordance with the enterprise architecture;
- Provides authoritative technical advice on business intelligence, data analytics, web systems and applications architecture, design and development to ICT management; evaluates both off-the shelf and custom developed solutions; ensures security; brings order to competing demands;
- Designs, recommends and develops information management, business intelligence, data analytics, web technology and corporate products policies in close collaboration with the Director ICT and the other teams in ICT, taking into account the Cosponsored environment, the evolving demands of all stakeholders;
- Writes briefs for senior management on the status of recommendations for the web technology, corporate products and data analytics systems and information management strategies;
- Ensures compliance with architecture, policies, procedures and standards;
- Makes recommendations on major systems procurement initiatives;
- Architects the delivery of information systems to facilitate compatibility of data administration with systems development enhancing efficiency and performance while reducing cost;
- Performs other related duties as requested.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree at the master’s level or equivalent in Engineering, Computer Science, Mathematics or a related field.
A relevant first university degree and 9 years of relevant professional experience will be considered as equivalent for internal candidates only.

Desirable:
PRINCE2 foundation and/or practitioner certification. ITIL foundation certification. Advanced degree university degree in one of the above subjects.

Experience:
Essential:
A minimum of 7 years’ experience in the design, development, deployment and operations of information and data-rich web sites. Significant project management experience, including at least three years business or systems analysis experience in an environment bringing technology to non-technical people. Experience at international level providing accessible Web systems to developing countries and delivering multi-lingual sites and systems.

Desirable:
Management experience.
Languages:
Essential: Excellent Level of English.

Desirable: Good working knowledge of another official UN language
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 77,326 at single rate
Post Adjustment: 24.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
