General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university degree in international studies, public policy, political science or law or related fields; a first-level university degree in combination with two years of additional experience may be accepted in lieu of the second-level university degree

 

Experience:

Minimum 10 years of relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Strong management skills in a multi-cultural environment;
  • Experience in result-based programme management;
  • Experience in project management;
  • Professional fluency in English and Russian languages, both oral and written, and the ability to communicate clearly and concisely;
  • Flexibility and ability to work under pressure and within limited timeframes, as well as the ability to solve problems effectively and efficiently;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Desirable:

  • Previous international work experience and/or experience in field missions.

 

Tasks and Responsibilities

Under the supervision of the Head of the OSCE Programme Office in Bishkek, as Deputy Head of Programme Office, you will be responsible for the following:

 

  1. Supporting the Head of Programme Office in the management of the OSCE Programme Office in Bishkek;
  2. Replacing the Head of Programme Office in his/her absence;
  3. Co-ordinating and monitoring the Programme Office's activities, utilizing relevant programme management tools (activity planning, projects, budget cycle);
  4. Managing the work of the Office of Head of the Programme Office and overseeing the Office's safety and security, training activities, legal and media programme activities, and policy; 
  5. Assisting in the co-ordination of Mission activities with the host government, international organizations, OSCE Institutions and civil society;
  6. Overseeing preparations of monthly activity reports, and providing input into strategic documents;
  7. Providing guidance to project management and assisting in staff coaching;
  8. Serving as focal point for arranging relevant OSCE events and high-level delegation visits;
  9. Performing other duties as required.
