Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29738 (JOD) yearly.

Introduction

The European Union Madad fund kicks off a multilateral award with three UN agencies, UNHCR, ILO and UNICEF, under the title “Towards an inclusive national social protection system and accelerating decent job opportunities for Syrians and vulnerable Jordanians”. The joint programme serves to support vulnerable Jordanians and refugees to successfully graduate from cash assistance through a combination scheme that addresses social protection and sustainable employment opportunities for income generation.

The joint programme for ILO in partnership with UNICEF supports the National Social Protection Strategy for Jordan including the institutional set up to support its implementation and monitoring. The programme also will facilitate the transition from cash assistance towards dignified livelihoods opportunities, in close coordination with UNHCR for the refugees, through a holistic approach of interventions building on existing approaches by UNICEF and the ILO, which includes skills development and counselling for sustainable employment within decent work principles of it.

Reporting lines:

Under the overall supervision of the Chief Technical Advisor and in close collaboration with project staff, the Regional Office for Arab States and the relevant ROAS DWT specialists, the Research & Economic Analysis Officer will perform the following tasks:

Description of Duties

1. Identify, collect, and analyse qualitative and quantitative data under the guidance of the project’s CTA.

2. Prepare research methodologies for collecting & analysing data collected under the project.

3. Coordinate with project management for designing and planning activities and interventions based on evidence gathered from the data analysis.

4. Draft and coordinate written and verbal reports and presentations for the donor & ILO based on thorough research and analysis and coordinate and collate relevant documents as assigned by the project’s CTA.

5. Develop a network of contacts to support the project’s research work, including in government, research institutions and non-governmental organizations.

6. Coordinate with the project’s team & relevant stakeholders to formulate macro-economic & micro-economic projections related to the project’s activities & scope.

7. Contribute to carrying-out skills needs analysis at the sectoral level using methodologies developed/validated by the ILO and other similar international organizations, present analysis of key information gathered and support the formulation of briefing papers and prepare relevant reports.

8. Contribute to the design of activities related to the placement and employment of project’s beneficiaries.

9. Contribute to carrying-out economic, risk and skills profiling activities under the project.

10. Create, manage and update the various databases used by the project, as well as present trends on a regular & ad-hoc basis.

11. Perform necessary transformations and calculations on the data contained in the databases to simulate forecasting models and analysis that would support the project’s implementation.

12. Perform other related tasks as requested by supervisor.

Required qualifications

Education

First level University degree in economics, political science, international relations, or any relevant field. Master’s degree or equivalent is considered an asset.

Experience

Minimum of three years of professional work experience in research and analysis, as well as programme and/or project planning, monitoring, implementation and evaluation. Experience in skills development & employment policy is preferred.

Languages

Excellent command of English and Arabic.

Competencies

  • Knowledge of programme and budget, project administration and evaluation concepts and procedures.
  • Good knowledge of the context and challenges for the project areas of expertise.
  • Good ability to interpret project information and to identify and analyze problems with implementation.
  • Ability to communicate effectively both orally and in writing.
  • Good computer skills. Proficient in Microsoft Words, Power Point, Excel, web-browsers and database applications.
  • Proven research, analytical and drafting skills.
