Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO, as a part of a consortium of 6 development agencies, is embarking on a project to support and accelerate a Just Energy Transition (JET) away from coal to renewable energy and other sustainable economic activities in the global south, contributing to a timely reduction of GHG emissions from coal and fair and job-rich alternative pathways Focusing on the required economic transformations in coal regions, the project will be working with government, industry, unions, communities, civil society and academia to spur localized pathways to low-carbon and climate resilient energy systems and sustainable and just local economies, and green and decent jobs. It builds on the core elements: social dialogue and stakeholder engagement, impact studies, transformational measures and coherent policy changes. The overall objective of the project is to plan and implement a just energy transition away from coal and towards a low carbon energy system, consistent with the Paris Agreement and the ILO Just Transition Guidelines.

In Indonesia, the overall consortium project of which the ILO project is part of aims at supporting the development of Just Energy Transition plans coal regions in East Kalimantan and South Sumatra. The regional transition pathways and plans will be developed in an institutionalized participatory and informed social dialogue and stakeholder engagement framework, that build on the involvement and empowerment of works and local communities, the assessment of the structural economic transformation potential and scenarios and its climate, environmental, social and human right impact. The project will work with local authorities to ensure that a coherent plan and policy framework to support the transformation, especially on labour market and social security aspects is developed and integrated into public policy. Further, the design and piloting of concrete transformational measures for the green economic transformation of the coal regions, is supported, focusing on new business opportunities of green SME and skill development.

 

The Just Transition processes and transformational measures implemented in the target regions in Indonesia will serve as an inspiration for other coal regions globally and possibly also other sectors beyond coal in which the pathway towards a zero-carbon economy will require individually adapted Just Transition approaches.

 

The project will operate with a core staff of two people comprising a National Project Coordinator (NPC), and an administrative finance assistant.

Reporting Line

The National Project Coordinator (NPC) will be responsible for the day-to-day management of the project, including its overall operational, financial, administrative and human resource management and the development of guidance and capacity building manuals and materials and reports. He/she will ensure that the objectives stated in the project document are attained within the stated timeframe and budget, s/he will ensure compliance with the ILO's and the project's financial and operating procedures and s/he will coordinate closely with the other members of the consortium . He/she will work closely with ILO tripartite constituents and will and on-going ILO projects and programmes in Indonesia, providing technical advisory services on ILO policies in the technical areas related to the project to the constituents and other relevant stakeholders.

 

The NPC will report to the Director of the ILO Office for Indonesia and Timor Leste (CO-Jakarta) in close consultation with the designated Jakarta-based Programme Officer on all technical as well as managerial aspects of his/her work. The Regional Senior Environment and Decent Work Specialist of the Decent Work Team in Bangkok, and the Green Jobs Programme, Enterprises department in Geneva will provide technical guidance. The NPC will also need to work closely with the other 5 consortium partners to ensure that the overall objective of the project is achieved in satisfactory and timely manner.

Description of Duties

 1. Ensure effective coordination, planning, implementation, monitoring and evaluation of project activities, in conformity with ILO policies and the project strategy, and in accordance with ILO programming guidelines and country/action programmes, administrative and financial procedures, in consultation with the relevant ILO technical units and offices;

 2. Take the lead in programming of the project resources, prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and making recommendation for remedial action;

 3. Coordinate the development of implementation strategy of the JET plan at national and regional level, including the formalization of the multi-stakeholder forum at national and regional level;

 4. Coordinate capacity building of the project team and relevant stakeholders, including private sector actors, regulators, government agencies, palm oil sectoral employers’ and workers’ organisations and other key institutions;

 5. Establish an adequate monitoring and results measurement system for the project;

 6. Establish and maintain effective working relations with relevant ministries, provincial governments, employers' and workers' organizations, coal mining sector stakeholders, non-governmental organizations, target groups and donors. Promote opportunities for collaboration towards planning and implementation of programme activities;

 7. Laise with relevant agencies to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions. Ensure effective coordination with various relevant projects in the ILO and including those being undertaken by other agencies;

 8. Ensure coordination with the other consortium partners to ensure synergies and a well integrated delivery and reach out and build relationship with other potential donors to mobilize additional resources in order to scale up project activities;

  9. Promote ILO policies and strengthen expertise in technical areas of the project.

10. Contribute to the periodic and ad hoc reporting on the status of programme planning and implementation and establish coordination with concerned ILO departments and programmes.

11. Support the management and monitoring of the implementation of the Innovation Region for a Just Energy Transition Project.  

12. Manage and monitor the progress of activities related to capacity building, training, advocacy, research, and other relevant activities in the targeted regions to ensure the activities are completed in a timely, consultative and efficient manner.

13. Take responsibility for mainstreaming sustainable development, international labour standards and gender equity principles in all activities.

14. Coordinate the implementation of all activities at national and regional level with the other partners in the consortium.

15. Facilitating the establishment of a multi-stakeholders just transition committee/ forum at the national and regional level with the tripartite constituents.

16. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.

17. Undertake technical advisory missions independently or in collaboration with other ILO staff.

18. Disseminate information on programmes through publications and press releases.

19. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.

20. Perform other duties as may be assigned by the country office in Jakarta or specialist in Bangkok/ Geneva.

Required qualifications

Education

First level university degree with relevant experience in finance, economics, management, social science, agriculture or another related field with demonstrated expertise in the technical areas covered by the project.

 

Experience

At least three  years of professional experience with technical background in just transition, sustainable livelihoods, enterprise development, local economic development, or labour  issues. Have an excellent network with officials and a wide range of related stakeholders at national and regional level.

 

Familiarity with ILO policies and procedures particularly of technical cooperation projects would be an advantage.

Languages

Excellent command of English and Bahasa Indonesia in speaking and in writing.

  5. Excellent report-writing skills both in English and Bahasa Indonesia, communication skills and ability to build networks to obtain cooperation with partners
  6. Experience and expertise in the area of just transition/skills/ sustainable  livelihoods or local development, and in the energy sector or mining would be an advantage
  7. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
