Job Description

  1. Role and responsibilities

The purpose of the position entails responsibility for delegated program portfolio activities.  Specifically, this includes project implementation, staff management, limited budget oversight, liaising with stakeholders. The following is a brief description of the role.

To ensure the programme is executed in an integrated manner adopting a programme-based approach by providing overall leadership to a number of Programme Officers, coordination with the different government departments and other humanitarian agencies/partners, and community structures.

Generic responsibilities (max 10)

  1. Line management of program staff/ team
  2. Adherence to NRC policies, guidance, and procedures
  3. Contribute to programme strategy development, project proposals, and provide input on needs and gaps
  4. Manage and implement delegated portfolio of relevant projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to PM (AM and Core Competency Specialists if no PM)      
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant Local Authorities and other key stakeholders
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the peculiarities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Programme/Project Cycle Processes (PCM)

  • Contribute to development of concept notes and proposal development
  • Contribute to Programme Project Cycle Management by supporting Managers/Specialists to conduct assessments, develop project proposals, reports, and technical and financial documentation for submission to country office and relevant donors 
  • Identify implementation opportunities for cash-based interventions and market-based programmes and support staff to implement quality timely programmes

Programme Planning and Execution

Programme Planning and Implementation; Annual Workplans, GNAT charts, procurement planning and execution

  • Provide day-to-day supervision and support to the Education and LFS teams including implementation of Human Resources related processes (recruitments, orientation, training, performance management)
  • Coordinate and lead the grants start up meeting, prepare work plan, procurement plan and spending plan for every newly approved project in consultation with the manager and field team.
  • Carry out needs assessment, gap analysis, conducting registration, receiving commodities, and distributing to beneficiaries in hard-to-reach locations adversely affected by the conflict and natural hazards.
  • Design and roll out frameworks to strengthen community participation in education, LFS, protection &GBV in consultation with the Programme Manager and Education/LFS/Protection etc. Specialists. 
  • Coordinate to ensure team members follow the WFP food distribution guidelines and are providing necessary attention to accountability to beneficiaries, complaint redressed mechanism. 
  • Provide oversight of the entire process, including Community mobilization and coordination with local authorities, Registration and nutrition screening, Reception of commodities by airdrops/lifts, Distribution and monitoring, Post distribution activities, including reconciliation of all data and documentation
  • Develop and execute teacher professional development support programme at school level together with Ministry of Education officials and other relevant stakeholders
  • Lead in organizing and facilitating training programmes in all LFS, Protection/GBV and education activities including psychosocial support, life skills, and pedagogy.
  • Compile emergency related internal (weekly, monthly, quarterly) and external (interim and final) reports in the Area of responsibility 

Budget Management/Tracking

  • Lead and actively participate in Budget Versus Actual (BVA) tracking for Education, LFS and Protection
  • Use customised tools for budget tracking
  • Coordination with the Manager to ensure that invoices along with the support documents are submitted to WFP on time 

Capacity building

  • Carry out capacity gaps assessments and plan training for Staff, Programme committees, institutions; PTAs, SMCs, Project Management Committees (PMCs), Community Protection volunteers
  • Lead capacity development interventions for community structures including establishment of the same where they are non-existent

Coordination, Representation and Engagement

  • Schedule and maintain meetings with Local Authorities, community leadership and representatives and other humanitarian agencies
  • Ensure that NRC is well represented in coordination with the Local Authorities such as RRC and Commissioner at field level. Advocate properly on behalf of NRC and beneficiaries keeping in view the humanitarian principles.
  • Participate in Education, LFS and Protection Cluster engagements 
  1. Any other task relevant to the position as requested by the Supervisor. 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Education and LFS CC Specialists
  • Area operations: Area Manager, Support Coordinators (field office coordinators)
  • Staff capacity building:  CC Specialists, HR Development Officer
  • Implementation: PM, CC Specialists

This position is contingent upon approval of funding by WFP.

  • Experience from working in multisector project implementation especially Education, FSL position in a humanitarian/ recovery context
  • At least 2-3 years’ work experience in planning and implementing food security and livelihood projects preferably general food distribution and/or Education in international humanitarian agencies in fragile contexts.
  • Previous experience from working in complex and volatile contexts
  • Knowledge and experience about own leadership skills/profile and people management
  • High-level competency in computer skills (Microsoft Windows and Office applications)
  • Must be able to prioritize and have excellent multitasking and documentation skills.
  • Good problem-solving skills, diplomatic and self-directed.
  • Ability to work in remote and hard to reach locations.
  • Knowledge about own leadership skills/profile
  • A South Sudanese National with all the requisite national documents.
  • Fluency in English, both written and spoken

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Bachelors’ Degree or Masters’ Degree preferably in Food Security, Social Science, Education, Development Studies and/or any other relevant fields.
  • Knowledge of the Education, Protection and FSL context in South Sudan and the specific programme area
  • Knowledge of Arabic/local language is an advantage
  • Experience with ongoing programme implementation.
