Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”   IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

In the Americas, the Secretariat of the Federation is organized through a group of support service and technical functions, and geographical configurations of Country Cluster Delegations and Country Offices.

The Port of Spain (POS) Country Cluster Delegation (CCD) covers thirteen national societies in the Dutch- and English-speaking Caribbean. Two main teams deliver assistance, support, and advice to these national societies: partnerships and planning and CADRIM. In turn, these teams are supported by a support services team.

The Red Cross Caribbean Disaster Risk Management (CADRIM) takes the lead in building and contributing knowledge and providing services to the Red Cross network in the Caribbean, the Americas and globally; actively working towards the development of evidence, data and research that can inform leadership and recognize digital gaps and adaptation, by using evidence-based analysis and research to further amplify our advocacy and policy influence. It is a team of subject matter experts that assists Caribbean Red Cross Societies and partner organizations to investigate, analyse and develop knowledge on how to strengthen community resilience through sustainable preparedness and risk reduction activities, particularly in Small Island Developing States (SIDS).

CADRIM key services include (i) knowledge creation and management, (ii) base and end-line surveys and evaluations to inform decision making (iii) capacity building and training, (iv) research and innovation, (v) technical assistance and support, (vi) development and adaptation of tools and methodologies and (vi) other virtual services. 

Job Purpose

The Learning and Training Officer will support the learning, training and research function of CADRIM by overseeing research and training projects.

Job Duties and Responsibilities

The Learning and Training Officer will be responsible for:

Project lead Knowledge, Attitude and Practice surveys to be conducted in 6 Caribbean countries.

  • Preparation of project workplan
  • Focal point for stakeholder engagement with donor, Governments, National Societies, and other organisations
  • Development of an Inception Report
  • Oversee the preparation and coordination of data collection and analysis
  • Oversee the preparation for final submission of reports and lessons learned document
  • Project administration and logistics as required

Coordinate face-to-face/online regional trainings.

  • Develop training workplans and budget.
  • Oversee administration (liaising with National Societies to nominate and select participants, registration) selection and logistics (travel/transport, accommodation, resource material)
  • Engage donor (s), Country Advisor (s), and host National Society (s) to support the planning and execution of trainings
  • Guide technical advisory group (s) to prepare training content, presentations, activities (inclusive of in-class and in-community)
  • Supervise the development of training website to support training.
  • Oversee the delivery of training in host country
  • Prepare training report (s)

Job Duties and Responsibilities (continued)

  • Support the coordination and supervision of research projects to realize the overall strategy including initiation, planning, design, execution, monitoring and reporting.
  • Review and /or develop minimum standard guides for the Caribbean and coordinate sensitisation sessions on newly developed guides
  • Support the curation of project and training content for the CADRIM website.
  • Demonstrate competency in understanding, assessing, and anticipating the learning and knowledge needs of the users of CADRIM.

Support Tasks:

  • Where required, represent CADRIM at partnership meetings and or trainings
  • Provide project/technical updates, as required, and contribute to information-sharing between Americas Regional Office (ARO), POS CCD, extended IFRC offices and units
  • Be familiar with the ARO and POS CCD programs and objectives.

Education

Bachelor’s degree in education, adult learning, or a related discipline- Required

Experience

  • At least 5 years’ experience working in project management role with a focus on research and training projects.- Required
  • Project management experience with an international humanitarian organisation- Preferred

Knowledge, Skills and Languages

Required

  • Excellent English language skills and proficiency to quickly write and edit communication products that are purposefully structured, clear, and logical. 
  • Ability to maintain relationships and communications with critical internal and external stakeholders.
  • Skills in project management
  • Knowledge and skills self-supporting in computers
  • Skills in training and knowledge management  
  • Strong understanding of learning methodologies for adults 
  • Ability to think strategically and to quickly analyse varying information from diverse sources.

  • Demonstrated ability for teamwork in a multicultural environment.
  • Experience using digital and social media
  • Fluently spoken and written English

Preferred

  • Understanding of research methods
  • Good command of another IFRC official language (French, Spanish or Arabic)-
  • Experience of communications technologies used by international organizations is an advantage
  • Experience of developing and updating websites
