Mission and objectives

Under Resolution 2625 (2022), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region. The Council extended the UNMISS mandate until 15 March 2023. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance and free, fair and peaceful elections in accordance with the Revitalized Peace Agreement. Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes: (a) Protection of civilians (b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law: The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers. Context

Centralized Warehouses Unit supports a supply chain management approach by ensuring visibility of stocks and inventory trends within the Mission, which increases the supply chain’s flexibility and ability to respond to changes. Under the direct supervision of the Warehouse Officer, the Supply Chain Assistants will perform a variety of routine tasks related to the management and movement of supplies, warehousing activities, including receipt, storage, safeguarding, and issuance of goods, that contribute to the timely and effective accomplishment of supply services within the Mission.

Task description

• Receive and process requests for goods and preparing the pick list and issue vouchers for approved requests. • Prepare inventory for delivery against approved issue vouchers and ensuring timely delivery of goods to the beneficiaries. • Support identification of “minimum, restock (re-order) and maximum stock levels” of Supply warehouse materials. • Prepare various Warehouse Activity Reports including Key Performance Indicators (KPIs), inventory, one hundred percent (100%) expendable accuracy and statistics reports. • Provide supervision and training to junior personnel in stock handling, records keeping, receiving and inspection, operations in the warehouse, delivery of goods and reception of proper documentation for items supplied. • Ensure that the Warehouse personnel carefully monitors the handling of issue vouchers, picking of stock and preparation of issue vouchers for delivery to clients, to avoid potential mistakes in the process. • Track the issue and consumption of expendable items and developing scales of issue. • Support the initiation of write-off actions and coordinating with Service Support Sections/Claims/Board of Survey (BOS)/Local Property Survey Board (LPSB). Updating asset status in the UMOJA system. • Undertake the conduct of monthly stock take of expendable items. Conducting annual full physical inventories as required. • Verify inventory stock levels based on demand history. Reviewing demand history and verifying Days of Supply (DOS) levels for on hand stock, safety stock levels and minimum/maximum levels for inventory. Implementing measures to prevent a stock out situation for fast-moving items from occurring and preparing stock replenishment lists for approval of the Warehouse Officer. • Receive, store, maintain, security and issuing of stocks to the Integrated Warehouse customers and maintain an accurate transaction history for all receipts and issues. Conduct proper warehouse housekeeping on a continuous basis. Ensure all items received for storage are labeled, properly arranged in the storage shelves/bins and correctly entered into the database. • Support the planning of goods requirements for the entitled customers in the region. Liaising with the County Support Base (CSB) Administration Staff regarding CSB requirements. • Ensure database accuracy for the movement of stock in the warehouse. When discrepancies are noted, initiating investigation and correction of database records as required. • Submit reports at prescribed time intervals for activities in all warehouses to management. • Perform any other related tasks as may be required by the Warehouse Officer or State Administrator.
