OBJECTIVES OF THE PROGRAMME

To support the logistics and operations teams with the procurement, handling, storage and management of medicines and medical consumables. To provide training and advice to warehouse staff on WHO standards for storage, handling and record keeping of medicines. To advise clinicians and other professionals on the most appropriate procurement, rational use and quantification of medicines requirements. To liaise with Regulatory Authorities on the requirements of management of controlled substances.

DESCRIPTION OF DUTIES

The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by:

- Promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;

- Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency;

- Ensuring that critical gaps in the health response are rapidly identified and filled;

- Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response

Under the direct supervision of the Technical Officer Essential Medicines, the incumbent will support WHO Syria Country Office operations to respond to the needs of displaced populations (IDPs and Refugees) and affected host communities in Syria, with a focus on monitoring and advising on the use of medicines, medical supplies and other pharmaceutical related products procured by WHO to support the Government of Syria in responding to emergencies

The incumbent will perform the following duties:

- Work closely with the MOH and other relevant health facilities to monitor the storage, distribution and quantification of the use of medicines, medical supplies and other health technology products procured by WHO to respond to emergencies.

- Support the Logistics Unit and WHO Syria Office hubs to maintain an up to date inventory of medicines and other health technology related supplies distributed to end-user facilities

-Review Certificates of Analysis fCoA) and other documents, for procured items to ensure compliance with required standards for importation

- Assist in identification of gaps and analyse the rational use of the medicines and supplies requested by MOH and the use of these delivered to different levels of the medical supply distribution chain, including at the end user health facilities and regularly provide updated reports.

- Support the process of local and international procurement of pharmaceuticals and other health technology products, including analysis of needs, identification of potential local suppliers and ensuring that WHO rules and regulations for emergency procurement are followed.

- Work with relevant government institutions to facilitate the process of customs clearance and quality control of medicines and supplies procured by WHO handled by the Logistics team.

- Monitor the use of WHO procured medicines and medical supplies and contribute to assessing the pharmaceutical needs and responding to identified needs in order to improve access and availability of required medicines and minimizing stock outs.

- Ensure that WHO guidelines for drug donations are widely disseminated among key actors and assist health authorities in screening drugs donations.

- Provide technical support, including training and capacity building of health professionals, for improving the rationale use of medicines by prescribers and users.

- Support the process of donor reports preparation and provision of inputs needed for other reporting requirements.

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor degree in pharmacy or other related field from a recognized university

Experience

Essential: At least 1 year of experience required at the national and international levels in the area of national drug policy programmes and administration.

Desirable: Experience in public health or in emergency management. Practical working knowledge of supply chain management and quality assurance of pharmaceutical manufacturing.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 22,983 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
