Objectives of the Universal Health Coverage (Life-Course) Cluster

The Mission of the cluster is to support Member States in strengthening health systems to deliver people centered quality health care services for Reproductive, Maternal, Ageing, Child and Adolescent Health for attainment of Universal Health Coverage in the African region. More specifically, the cluster works to attain the following objectives:

  • Policy development, planning, monitoring and evaluation and governance so that countries have appropriate policies, strategies and plans for implementing the primary health care approach.
  • Availability, equitable deployment, retention and effective utilization of the health workforce.
  • Availability of quality-assured and affordable medicines and health technologies, health infrastructure and equipment.
  • Improved overall health and wellbeing of children and adolescents.
  • Improved reproductive, maternal and newborn health.
  • Robust health information systems to improve the availability, quality and use of health data for decision-making.
  • Sustainable Health Financing and Investment.
  • Supporting countries to build resilient and sustainable health systems, using the Primary health approach, towards Universal Health Coverage.

Areas of expertise

(Note: This is a generic description of areas of expertise developed for a roster of consultants/experts. The final terms of the reference for the assignment/contract will be based on the actual requirements of the assignment.)

The Health Strategies and Governance (HSG) Consultants’ areas of expertise being sought include:

  1. Development of health policies, strategies and plans at national and sub-national levels.
  2. Proven ability to articulate health system strengthening using the PHC approach and health emergencies prevention and control.
  3. Ability to conceptualize national health resilience framework, and it’s operationalization in countries
  4. Setting and review of norms and standards, as well as guidelines for health policies, strategies and governance.
  5. Development and implementation of norms, standards and frameworks for monitoring and evaluating national policies and strategies,
  6. Ability to design health institutions’ reforms, laws and regulations, including legal frameworks for UHC that contribute to access, quality and financial risk protection.
  7. Ability to conduct health sectors’ reviews and health programs evaluations (such as Joint Assessments (JANS), Joint Annual reviews (JARs), mid-term and end of plan reviews etc.…);
  8. Development of frameworks and guidelines for appropriate private sector engagement and the development of public-private partnerships.
  9. Documentation of experiences and lessons learnt on National Health Policies, strategies and Plans (NHPSP) development, on the implementation of sector policies and strategies, on inter-sectoral action for UHC in the AFRO Region, on implementation of UHC road map, on health partnerships and coordination.

QUALIFICATIONS

Education:

Essential:

  • Experts (P4-P5): Masters’ level university degree in Medicine, Public Health, Community Health, Health Services Planning and Management, Social Sciences, Public Policy, Health Economics or equivalent discipline.
  • Specialists (P2 - P3): First University Degree in the relevant field.

Desirable: Any additional education or training in the relevant field would be an asset.

Experience:

Essential:

  • Experts (P4-P5): At least 7-10 years’ experience in health sector planning and governance, health systems management, or related field (health partnership, monitoring and evaluation, public-private partnership). Proven experience with health sector plan reviews and assessments and analyses of health plans in resource limited countries.
  • Specialists (P2-P3): At least 5 years’ experience in health sector planning and governance, health systems management, or related field (health partnership, monitoring and evaluation, public-private partnership).

Desirable: Any additional experience related to the field would be an asset in undertaking the duties


Languages:

Essential: Expert knowledge of English or French with working knowledge of the other.
Desirable: Knowledge of Portuguese would be an asset

Other Skills:

Excellent knowledge of MS Office applications and computer skills including the ability to make high quality technical presentations and data analysis.

Location & Travel

On-site / Offsite/One-site for insurance purposes. The consultant may be expected to travel.

Remuneration:

The pay band (grade) of the consultancy will be fixed based on the level of responsibilities and complexity of tasks assigned as reflected in the terms of reference.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
