Organizational Setting

The National Technical Officer (NTO) will work under overall guidance of WHO Representative and direct supervision of Advisor, Health Policy & Systems for UHC responsible for HMIS area. NTO will be based at the WHO country office in Nay Pyi Taw.

The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

Major Duties and Responsibilities

  • Support smooth functioning of integrated DHIS2 data warehouse
  • Provide technical support on DHIS2 software management, software maintenance, monitoring of implementation, supportive supervision, in-time feedback, technical trouble shooting and on-job training as necessary.
  • Develop guidelines and SOPs for the users at different levels of the health system including implementing partners, community volunteers, and community-based organizations
  • Develop training materials for public health information, hospital information, and HIV/AIDS, TB, Malaria users,
  • Work with HMIS team and provide hands-on capacity building for software maintenance and ad-hoc customizations as needed
  • Work with HMIS team on improving data quality and promoting data use at all levels, preparing the data assurance plan and data use framework for different levels of health system
  • Support in identifying strengths and weakness of implementation of DHIS2 at different levels and provide on-the-job training to address weakness, as necessary
  • Conduct any other assignments from HMIS/DoPH and supervisors
  • Prepare reports as mandated by HMIS team
  • Any other business as needed.

Work Relations and Partnerships

NTO is Liaison and focal point for different partner working mainly to save lives, avert disabilities and prevent infections, through an improved health information management system, which in turn will strengthen management of critical health programmes such as those on HIV, TB, malaria, COVID-19 besides other communicable diseases and RMNCAH. Such technical support will facilitate progress towards Universal Health Coverage (UHC) in the formulation of strategies and plan of actions and developing guidelines and tools for implementation, monitoring and evaluation of interventions for improving effective set-up and use of Health Management Information systems (HMIS).

HMIS are pivotal in generating evidence for decision and action at all levels of the health system. Information and communication technologies (ICT) facilitate HMIS’ role in efficient collection, storing, processing, analysis, dissemination and use of data. ICT must be leveraged for improving data systems. The current challenges in Myanmar in collecting, processing, analysing and using strategic health data has been exacerbated by the global on-going COVID-19 pandemic. Hence, in addition to the overall objectives of the assignment as outlined above, it is also aimed to prepare for and potentially assist in the management of future COVID-19 waves, through strengthening HMIS that includes management of tracing, testing and surveillance data.

Impact of functions

An inception report detailing design of the review, approach and workplan for the duration of the scope of activities outlined. To be submitted by end of Month One.

Progress report by end of Month Five, including but not limited to: i) a finalized HIS roadmap for Myanmar; ii) A scaled-up COVID-19 DHIS2 tracker for COVID-19 surveillance in the country; iii) prepare training materials and conduct at least one training on DHIS2.

By the end of ten-month contract, the NTO will develop the DHIS2 module and/or integrated DHIS2 system with other systems. Those would include laboratory management information system (LMIS), Logistics Information Management System (supply chain management system LIMS), electronic medical record (EMR) system, etc. A final comprehensive report describing these activities and achievements of deliverables must be submitted.

Qualifications

Educational background

Essential: Bachelor’s degree in health, public policy or social sciences, information technology and statistics or related field from recognized university

Desirable: Master’s degree in health, public policy or social sciences, information technology and statistics or related field from recognized university

Professional experience and knowledge

Essential:

  • Minimum at least 3 years of experience in health information and statistics field and/or monitoring and evaluation field
  • Knowledge of DHIS2 training and implementation, monitoring on DHIS2

Desirable:

  • Experience in strengthening of Health Management information System and guiding the use of information at field level.
  • Experience in communication with Myanmar Government Ministries’ staff.

IT skills:

Computer and information technology literacy, including demonstrated expertise in Microsoft Excel, Word, PowerPoint and GIS would be an asset.
