OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objective of the Strategic Health Operations Department is to ensure the establishment of strong emergency management system at all three levels of the Organization (based on incident management), implementation of operations and services according to agreed standards, and availability of a strong logistics and operational support capacity. The Department prioritizes support to the most vulnerable and low-capacity countries.


DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following duties which are performed according to the needs and agenda, from a distance (HQ IMST) or in the field when deployed:
- Play a key role in enabling the main components of logistics and supply delivery to rapid emergency response, namely: On site deployment and set-up of timely and adequate support of WHO first emergency response teams' activities, including but not limited to

[a] advising and enabling Incident Management teams by identifying operational requirements, health logistics and supply needs and strategy, priorities, concept of operations, tactical capacities and budget requirements;
[b] Coordinating WHO /OSL activities within the IMS team and with national and international Logistics partners;
[c]monitoring and evaluating the implementation of operational support and reporting to Incident Management lead
[d] defining, implementing and monitoring the implementation and management of assets and resources required to enable adequate staff security, transport, communications, protection, evacuation and contingency plans; and planning and overseeing, liaising with HR, the building of on-site OSL emergency team, and ensuring the installation and maintenance of functional office space, adequate living conditions and availability of equipment and services required for operational effectiveness.
[e] Implement the required organizational changes to strengthen logistics performance of OSL site team from the accurate assessment of logistics services delivered, specific needs and requirements, and develop proposals to improve such based-on experience and lessons learnt.
[f] Participate in the management of logistics projects at the Regional Office and/or HQ levels, including the development and strengthening of specific OSL capacities through capacity building and training, R&D, tools, etc. in accordance with OSL technical requirements for field operations.

- As part of information-sharing, contribute to the analysis of Key Performance Indicators as a critical component of improving and reporting on emergency management activities with focus on travel to key locations.
- Perform other related responsibilities replacing and backstopping as assigned, including strengthening HQ OSL Operations and pillars support.


REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in business management, supply chain, logistics, or emergency response.
Desirable: Degree or training in field logistics.

Experience

Essential: A minimum of seven years of experience in the delivery of logistics support and operations in emergency operations.
Desirable: Strong operational experience within emergency-based humanitarian organizations including a proven history of supervising supply operations in acute emergencies. Experience in WHO, UN, UN Agencies or international NGOs.

Skills

- Demonstrated operational planning and organizational skills complemented by a thorough understanding of dedicated health logistics to emergency rapid response as related to field logistics as a critical component of operational support for rapid response to outbreak.
- Ability to multi-task, identify and solve problems while working and producing results under pressure.
- Excellent interpersonal skills with ability to communicate and present information in a clear and concise manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4952 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
