OBJECTIVES OF THE PROGRAMME
Les unites d'appui administratif des bureaux de pays (CSU) ont ete mises en place dans l'organigramme pour fournir un appui aux responsables et aux membres du personnel afin de leur permettre d'exercer pleinement leurs responsabilites dans l'environnement du GSM et de garantir la conformite aux politiques, procedures, regles et reglements dans toutes les transactions ou pour toutes les questions administratives et financieres, dans le cadre d'un Progiciel de gestion integree (PGI/ERP).DESCRIPTION OF DUTIES
L'Assistant Ressources Humaines est place sous l'autorite du Charge des operations, et execute les taches suivantes dans le GSM :- Il/elle aide a fournir des informations pertinentes sur les RH et a initier de nouvelles transactions dans le GSM dans les domaines suivants:Initier des actions relatives aux postes (Actions de classement et de reclassement des postes);Initier des actions pour le recrutement et la dotation en personnel, y compris demander des avis de vacance de postes, engager des consultants et les APW aux individus par le biais du module des achats;Gestion des contrats (nominations,prolongation des nominations, actions de cessation de service) actions liees aux changements de statut;Fournir des conseils sur les raisons possibles des rejets du HRAP;Fournir un appui au personnel dans la formulation des demandes de voyage pour les voyages statutaires (Traitement des droits dupersonnel);Fournir un appui au personnel dans l'utilisation du module de libre-service du personnel (utilisateurs finaux du GSM). Suivi et communication de rapports sur les actions relatives aux RH:A travers des rapports reguliers,il/elle assurera le suivi des transactions initiees, des nominations touchant a leur fin et devant etre prolongees, des actions de cessation de service pour une action rapide de la part des responsables et du personnel.Il/elle assurera la liaison avec les homologues des RH au niveau de HRM/AFRO et GHR afin de veiller au bon suivi des actions engagees au sein du RSU; Administration des congesLe/la titulaire du poste servira de solution de recours pour les membres de l'equipe occupant des postes similaires ou d'autres postes au sein du RSU.REQUIRED QUALIFICATIONS
Education
Essential: Le travail exige un cycle secondaire complet. Une connaissance des pratiques, theories et procedures en matiere d'administration generale et de Ressources Humaines.Desirable: Une formation en matiere du systeme de gestion des ressources humaines des Nations Unies serait un avantage. Des competences averees en matiere de redaction et d'edition sont egalement souhaitees.
Experience
Essential: minimum 5 ans d'experience dans la gestion des ressources humaines et de preference avec plusieurs annees d'experience a l'OMS au sein d'un groupe organique afin d'avoir une bonne connaissance de ses regles, reglements, procedures et pratiques qui s'appliquent aux taches a accomplir.Desirable: Une experience dans d'autres domaines tels que la gestion de programme, des voyages et d'achats serait un atout.
Skills
Le travail exige l'actualisation des connaissances sur les changements au Statut et Reglement du Personnel, ainsi qu'en matiere de procedures operationnelles standard. Le titulaire devra egalement faire preuve de competences en informatique, y compris dans le systeme mondialde gestion, selon la norme de l'Organisation par l'auto-apprentissage ou la formation sur le tas. La connaissance des regles, reglements, politiques et pratiques de l'OMS serait un atout.WHO Competencies

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at MGA 20,649,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
