ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) delivers food assistance in emergencies and works with communities to improve nutrition and builds resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.  WFP Iraq Country Office is implementing a number of projects on social protection which covers evidence generation, policy advisory, improving targeting, digitalization of social protection schemes especially Public Distribution System (PDS), and establishment of single registry.  WFP together with other partners intend to assist the Government of Iraq to design and implement social protection reform agenda to help improve access, efficiency and effectiveness to social protection schemes.

The Reporting and M&E Officer in Baghdad will report to the Head of the Social Protection Unit

JOB PURPOSE

The WFP Iraq Country Office intends to recruit a Reporting and M&E Officer for social protection programmes. The position holder is expected to prepare and submit quality reports and updates to donors, partners and government as and when required. The position aims to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives

KEY ACCOUNTABILITIES (not all-inclusive)

1.Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results of the Social Protection programmes of the Iraq Country Office in particular and other programmes under the CSP.

2.Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.

3.Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

4.Regular progress mapping and internal monitoring of WFP’s programmes and projects

5.Making sure donor commitments are met for programmatic and financial reporting

6.Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.

7.Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.

8.Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

9.Preparation and timely submission of reports with inputs from relevant activity managers

10.Keep track of programmatic and financial commitments and take lead to comply with the commitments.

11.Contribute to development of workplans, with RBM components embedded

12.Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.

13.Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.

14.Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: A minimum of two (2) years of relevant professional work experience in the Programme including monitoring and evaluation activities. For holders of a First University degree, a minimum of Four (4) years of relevant professional work experience as described above.

Language: Excellent written and oral communication skills in both English and Arabic

OTHER SPECIFIC JOB REQUIREMENTS

Experience in using a variety of quantitative and qualitative analytical tools and methods and strong writing skills

TERMS AND CONDITIONS

Position Title: Reporting and M&E Officer

Grade: Level 8

Contract: Service Contract

Duty Station: Baghdad

Salary: Starting at USD 3,187.75 per month.

Medical Plan: International valid medical plan for the staff member, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
