The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

The Directorate houses the technical Divisions of Capacity Development, Industrial Policy Advice and Statistics (TCS/CPS); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of SDG Innovation and Economic Transformation (IET).

The Division of Decarbonization and Sustainable Energy (TCS/DSE) under the supervision of the Managing Director of the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and in close coordination with other organizational entities within UNIDO, assists Member States in the transition to a sustainable energy future through the application of renewable energy solutions for productive uses, adoption of the efficient concepts of energy use by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change are an integral part of the Division's activities, as is the dissemination of relevant knowledge and technologies and paths to plan, manage and finance the energy transition. It collaborates closely on relevant and converging issues with the Climate and Technology Partnerships Division (IET/CTP) and analytical and strategic matters with TCS/CPS and ODG/SPU.

This position is located under the Climate Technologies Innovation Unit (TCS/DSE/CTI) which is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies and innovations promoting those among firms and entrepreneurs. In addition, the Unit is responsible, in close collaboration with other relevant entities in the Organization, for facilitating the transfer of and establishing markets for low-carbon technologies, ensuring wide use by industry and local communities, thereby contributing to climate mitigation and resilience in recipient countries. The Unit positions UNIDO strategically in the global cleantech innovation support and coordinates partnerships with the technology mechanism of the UNFCCC, including the co-management of the CTCN on behalf of UNIDO.

 

 

 

  1. Project Context

 

Accelerate-to-Demonstrate (A2D) Facility (SAP ID 220201)

 

UNIDO, in partnership with the Department for Business, Energy and Industrial Strategy (BEIS) of the UK is conducting the Inception Phase for the development of the Accelerate-to-Demonstrate (A2D) Facility. The objective of the A2D Facility is to provide grant funding to accelerate the commercialization of innovative technologies and business models by advancing Technology Readiness Levels (TRLs) under three priorities: critical minerals; green hydrogen; and cross cutting decarbonisation technologies. These themes are under-funded but are crucial for climate change mitigation and contributing to meeting the Sustainable Development Goals (SDGs) in developing countries. In particular, the A2D will focus on innovation in the innovation valley of death from TRL 3 (proof of concept) to TRL 7 (pilot demonstration).

 

  1. Main Responsibilities

 

As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the results of the Unit and the outcomes of the Division:

 

Programme Development: Leads the conceptualization, development and formulation of technical cooperation projects/programmes in the area of climate technology innovation and scale-up in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval. More specifically, the incumbent is responsible for the design, development, and funding approval of the A2D Facility in alignment with UNIDO’s mandate and donor priorities. The incumbent is responsible for the successful completion of the Inception Phase of the A2D, a key outcome of which is the finalization and approval of the A2D Facility project document in accordance with UNIDO and donor requirements. As the Senior Technical Advisor A2D Facility Manager, the incumbent is also responsible for overseeing the work of the A2D Facility Secretariat. The incumbent will also serve as a knowledge source on existing and game changing climate finance innovation, the related market potential and identify the niche for UNIDO’s engagement. She/he will facilitate the adoption of best practices, promote South-South, North-South and triangular co-operation and technology transfer in the area of critical minerals, green hydrogen, and other crosscutting decarbonization technology innovations including energy generation, storage and distribution. The incumbent will also identify strategic partnerships with private sector companies as well as other international organizations active in the field to implement joint support systems for investment and scale-up of technology innovations through the A2D. In the formulation of projects/programmes the incumbent closely co-operates with other relevant UNIDO entities to ensure the effective use of existing networks and capacities. The incumbent is furthermore required to establish contacts with external partners and engage them in joint activities to promote synergies innovation in climate and green finance.

 

Programme Implementation: Assumes responsibility for the provision of projects/programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress in implementation, including missions to the project site, managing the team of consultants, responsible for the projects/programme implementation, as well as taking part in oversight meetings in the Field and at Headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes.

 

Advisory Services on Funds Mobilization: Provides substantive analysis and advice on strategies and polices for cooperation  with other divisions in-house in mobilizing the funds necessary for project and programme implementation and entertains good working relations with strategic donors such as bilateral programmes active in the climate finance, especially the UK government-sponsored financial institutions and other similar funds and multilateral funds (GEF, GCF, Adaptation Fund, private sector foundations and philanthropic organizations).

 

Global Forum Function: Contributes to the preparation for UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.) and in their running. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares UNIDO publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in his/her field of specialization through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends.

 

Performs other related duties and assignments as required by the Division Director or Unit Chief.

 

  1. Required Competencies

 

Technical:

In-depth knowledge of technical and economic issues at the interfaces of technology innovation, scale-up, climate finance, policy, and industrial development. Demonstrable knowledge of programmatic policy interventions, in particular climate finance and national government initiatives. Experience managing multi-million dollar projects preferable. Knowledge and experience in fostering technology development and scale-up in the field of critical minerals, green hydrogen, and other cross cutting sectors highly preferred. Ability to build consensus and collaboration among strategic financial, donors and programmatic partners on integrated or joint programmes. Solid computer skills, including proficiency in the use of MS Office programs.

  1. Minimum Organizational Requirements

 

Education:

Advanced university degree in energy policy, climate finance, climate policy, international relations, engineering or another field relevant to the mandate of the Climate Technologies Innovation Unit. A specialization in scale-up and financing of technology innovations is desirable.

 

Technical and Functional Experience:

A minimum of 10 years of progressively responsible professional experience in a relevant field with exposure to clean energy technology innovation and scale-up, energy transition is required. Experience in developing policy, programmes and providing advice to policy makers for the implementation of climate action and sustainable industrial development will be considered an advantage. Experience in developing and implementing global technical cooperation programmes is desirable. Exposure to the needs, conditions and problems of developing countries is desirable.

 

Languages:

Fluency in written and spoken English is required. Working knowledge of other official UN language is desirable.
