ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

The Division of Circular Economy and Environmental Protection (TCS/CEP) contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment.  The Division promotes just transitions to circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for SMEs. This contributes to climate-neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature.


The Montreal Protocol Unit (TCS/CEP/MPU) is responsible for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, it's Kigali Amendment and to support countries to achieve their determined contributions to reduce emissions of greenhouse gases under the Paris Agreement. Making use of the capacity building and policy support, the services of the Unit foster transformation in manufacturing concerning technologies used in refrigeration, air conditioning and insulation with the effect of a reduction and change in working fluids and chemicals and ultimately a reduction of total greenhouse gas emissions.

PROJECT CONTEXT

The Montreal Protocol on Substances that Deplete the Ozone Layer is an international treaty that aims to protect the ozone layer by eliminating the production and consumption of ozone-depleting substances (ODS). Established in 1987 under the Vienna Convention for the Protection of the Ozone Layer, this agreement has been ratified by 197 States (Parties). In 1990, the Parties of the Montreal Protocol established the Multilateral Fund for the Implementation of the Montreal Protocol (MLF) to finance "non-repayable" projects to enable developing countries to meet their commitments under the Protocol.

 

For the specific engagement, the international expert will be working towards implemention of project activity under HPMP Stage III for the country of Pakistan.

 

Pakistan:

 

Pakistan signed the Montreal Protocol in January 1989 and ratified it in December 1992 along with ratification of the London Amendment. Pakistan also ratified the subsequent amendments including Copenhagen Amendment in 1995, Montreal Amendment in 2005 and Beijing Amendment in 2005. Pakistan has not yet ratified the Kigali Amendment.

 

In September 2007, Parties to the Montreal Protocol undertook through MOP Decision XIX/6 (Annex I) to anticipate the phase-out of HCFCs, substances used as a technological alternative to CFCs, whose production and consumption were eliminated by all Parties to the Montreal Protocol in 2010. In 2009 and 2010, the Ministry of the Environment (currently Ministry of Climate Change, MoCC) coordinated the elaboration of the overarching strategy for HCFC phase-out in the Country. In the course of this initial preparatory works, the investment umbrella project for five lead industries in the refrigeration sector has been prepared to phase out 722.64 MT (79.49 ODP tonnes) of HCFC 141b from their polyurethane foam manufacturing components. The project has been approved for USD 4,840,849.00 by 60th ExCom in April 2010. Subsequently HPMP Stage I, as a strategy document has been approved by 62nd ExCom in the same year of 2010 to be co-implemented by UNIDO and UNEP.

 

The HPMP Stage-II project was submitted to 76th ExCom and was approved at a total cost of US$ 5,679,476 including agencies support cost. US$ 4,776,772 plus agency cost of US$ 334,374 was approved for UNIDO to phase out 309.5 MT (34.05 ODPT) of HCFC 141b in 7 industries in Thermoware subsector, 224.02 MT (24.64 ODPT) in 4 industries in sandwich panel subsector and 134.4 MT (7.39 ODPT) in Domestic Air Conditioning subsector. US$ 503,000 plus agency support cost of US$ 65,330 for UNEP, co-implementing agency for non-investment component in servicing sector. At its 85th Meeting in July 2020, the ExCom further approved the funding for the preparation of the HPMP Stage III for the Government of Pakistan. The HPMP Phase-out commitment is 97.5% for the stage III for the period 2021 to 2030.

 

HCFC Phase-out Management Plan Stage II in Pakistan

 

The strategic objectives of the stage-II HPMP is to ensure that the Pakistan’s obligation is met in terms of the Montreal Protocol’s control measures for the phasing out of HCFC consumption in manufacturing and servicing sectors to meet the 2020 targets. The stage-II HPMP shall cover phasing out of HCFCs in some sub-sectors of manufacturing and some segment of the servicing sector to achieve freeze and second target. 

 

The Executive Committee (ExCom) of the Multilateral Fund for the Implementation of the Montreal Protocol, at its 62th meeting, approved stage-I of the HCFC phase-out management plan (HPMP) for Pakistan for the period 2010 to 2015 to meet the 10% reduction in HCFC consumption. The Executive Committee (ExCom) of the Multilateral Fund for the Implementation of the Montreal Protocol, at its 76th meeting, approved stage-II of the HCFC phase-out management plan (HPMP) for Pakistan for the period 2016 to 2020 to meet second reduction target of 35% in HCFC consumption. Whereas Pakistan has achieved 50% reduction instead of 35%.  

 

The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is assisting the Government of Pakistan in complying with its phase-out target of ozone-depleting substances. The sectors involved are the household AC-Manufacturing sector, AC and commercial refrigeration-manufacturing sector, PU foam sector and Spray foams as well as eligible residual industries in Sandwich Panels or block sub-sectors.

 

AIM OF THE PROJECT

 

HCFC Phase-out Management Plan Stage III in Pakistan

 

The strategic objectives of the stage-III HPMP is to ensure that Pakistan’s obligation is met in terms of the Montreal Protocol’s control measures for the phasing out of HCFC consumption in manufacturing & servicing sectors to meet the 2030 targets. The stage-III HPMP shall cover phasing out of HCFCs in some sub-sectors of manufacturing, foam and some segment of the servicing sector to achieve freeze and third target.

 

Below are some of the activities to be implemented by UNIDO as lead implementing agency during stage III of the HPMP in Pakistan:

 

  • Phase-out of 74.31 MT (8.17 ODP tones) of HCFC-141b in the foam commercial refrigeration sector, subsectors pipe insulation and spary foam the manufacturing of PU insulation foam sector: one (1) industry in commercial refrigeration Cool Point, one (1) industry in pipe insulation Islam-ud-Din and four (4) industries in spray foam including Symbol industries, Lahore Master Foam, Karachi, Master Foam, Lahore and Razi Sons, Karachi
  • Promotion of alternative technologies, preparation of feasibility study on low GWP alternative technologies in Pakistan.
  • Study tours for the industries (8+4)  to other countries to exchange information on the development of low GWP technologies including webinars focusing on conversion to low GWP technologies and energy efficiency (RAC sector).
  • Capacity building of RAC servicing technicians and workshops incl. provision of training tools/equipment to the training schools and the qualification assessment awarding institutes, acquisition of tools/equipment for selected servicing workshops.
  • Policy/regulations study and development (legislation) incl. policy and standards study on reclaim centers.
  • National recycling, recovery and reclamation scheme incl. development of local guidelines for reclamation facilities and business model for reclaim center, establishing national RRR centers, building RRR networks, establish 4 training centres, develop certification procedures for reclaim centers hosts, RAC technicians and Servicing workshops.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the close supervision of the PMU National Project Coordinator, the UNIDO Project Manager and the UNIDO Project Coordinator, the national foam expert  will work primarily under the HPMP Stage III, commercial investment Umbrella Project-Phase-out for the phase of HCFC-141b in the manufacturing of PU insulation foam sector.  In order to ensure the timely implementation of the HPMP Stage III in Pakistan, the national foam expert is responsible to regularly coordinate and report to both the project manager, the project coordinators and  international foam experts. The detailed duties and activities are given in the below table.

  • Organize seminars to disseminate experiences gained in pioneer companies, and promote climate friendly refrigerants in thermware sector;
  • Verify the completion of the conversion projects in seven Thermoware companies, including inspection of decommission of old foam equipment according to the criterials provided by the international expert.
  • Draft the project completion report with the support of international expert.
  1. Provide technical support in execution of four conversion projects under HPMP Stage II in PU foam sector
  • Provide technical support for electrical works, piping connections, ventilation fans, ducting works, installation, commission and testing of delivered equipment to the four beneficiary companies under HPMP Stage II in PU foam sector.
  • Faciliate the four beneficiary companies to destruct old machinery, to be verified by a recruited consulting company.
  • Facliate the four beneficiary companies to access climate friendly alternative refrigerants, including cyclopentane.
  • Draft the project completion report with the support of international expert.
  1. Provide guidance on the equipment required for the six foam beneficiary companies under HPMP Stage III
  • Assist the international foam expert in selection of equipment and recommendation for the Technical Specifications for:

- one beneficiary in PU Insulation Foam for Commercial Refrigeration (Cool Point);

- one beneficiary in PU pipe insulation (Islam ud Din);

-  4 beneficiaries in spray foam subsector (Symbol industries, Master Karachi, Master Lahore, Razi Sons)

  • Consideration for breakdown of funds for the six beneficiaries according to the project document allocated funding.
  1. Provide support in organizing the Agenda, Program and required materials for the training of the 6 beneficiary companies (plus the other 11 companies: 7+4)
  • Assist in compiling information/material provided from the international foam export for the training, taking into account  technical solutions. 
  • Preparing relevant information to be presented at the training related to the ban of R141b for year 2024.
  • As part of the gender equality drive, female participants working in the field of foam technologies/practices are encouraged to participate in the training. Gender neutral practices to be followed in the development of the program and materials.
  1. Provide information on the current national policy/regulation
  • Share information with relevant stakeholders and the international foam expert regarding national policy and regulations related to technical foam solutions, ban of R141b, etc.
  • Challenges encountered and suggestions to addressing them.
  • Develop a technical analysis report on the impact of the ban of R141b and R142b in foam sector in Pakistan in cooperation with the international expert., including recommendations to be provided in the case of Pakistan in moving forward.
  • Support the NOU in organizing a consultation meeting on the ban of R141b and R142b in foam sector;
  • Support the NOU in issuing the national ban on use of R141b and R142b in foam sector
  1. Dissemination of information
  • In consultation with the international foam expert, prepare the technical information for a leaflet/short booklet (min.10 pages) outlining the possible technical solutions, offering ways forward and presenting the upcoming R141b ban.  Can include information from other countries (similar, in the region or abroad in addressing the R141b and steps taken). The leaflet/short booklet will be distributed to the participants during the training.
  • Arrange the design of the leaflet/short booklet. Consult with UNIDO and Ministry on use of appropriate logos.
  • Arrange the printing/publication of the leaflet/short booklet (200 copies).

TOTAL DURATION: A total of 105 working days in 6 months is foreseen for the implementation of activities under the contract.

ADDITIONAL INFORMATION:

The national foam expert shall abide the national regulations pertaining to the COVID-19 pandemic, at the time of execution of the trainings, meetings and Study Tour (applicable for physical presence).

The compilation and exchange of relevant information and documents is the ownership of UNIDO for the purpose of the project activities and/or any other publication/replication deemed relevant by UNIDO.

 

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree in chemical engineering, environmental science engineering, or other relevant discipline with relevant specialization is required.

 

Technical and functional experience:

  • Minimum of 5 years experience in providing technical assistance in the foam manufacturing sector and relevant sub-sectors such as commercial refrigeration PU foam, PU pipe insulation, PU spray foam including conducting trainings for relevant stakeholders, is required.
  • At least 2 years of professional experience in international cooperation projects and programmes is desirable.
  • Technical know-how and experience in conducting trainings in the foam sector and preparation of technical information/materials for official reports, printing and publication for dissemination purposes, in line with awareness raising efforts, is required.
  • Proven thorough understanding of technologies available and technical solutions (HCFCs, HFCs, HFOs, HCs/natural refrigerants and other), is required.
  • Prior work experience with Pakistani National Ozone Unit/Ministry of Climate Change (MoCC), government, local industry, companies in the field of foam technologies, etc. in Pakistan is desirable.
  • Prior work experience with UN agency/organization is desirable.

 

Languages: Fluency in written and spoken English is required. All communication with UNIDO shall be facilitated in English language. All written materials submitted to UNIDO along with all deliverables and related /reports shall be provided in English.
