MANDATE OF THE DEPARTMENT:
The Equality and Rights for All Practice team delivers on the UNAIDS Secretariat's goals of reducing inequalities. This specifically refers to ensuring that the HIV response is gender transformative, rights-based and people-focused - People Living with HIV, key population and youth (including Adolescent Girls and Young Women) - in a manner that is community-led, inclusive and progresses societal enablers. The team also delivers on the organizational agenda to remove human rights barriers and intersecting gender inequalities. It does that by developing and sharing policies, guidance, research and tools that support legal, policy and social norm change; by advocating for a greater political commitment; and by convening communities of practice and leveraging existing and new partnerships to continuously identify and respond to the inequalities driving the HIV epidemic.
Main tasks and Responsibilities of the Position:
Reporting to the Chief, Gender, the Senior Advisor, Gender shapes and aligns UNAIDS institutional positions and strategic directions with international norms and standards on gender equality and the human rights of women and girls in all their diversity.

He / she has the following key responsibilities:

a) Provision of guidance and support on gender equality

Provides technical leadership, coordinates and develops strategic guidance and knowledge management tools, to strengthen the capacity of the UNAIDS Secretariat including at global, regional and country levels, to support gender transformative HIV responses at the country level, including by advancing substantive gender equality, preventing and responding to gender-based violence, advancing sexual and reproductive health and rights, and comprehensive sexuality education, and transforming harmful social norms, in regional and national HIV policies, plans and frameworks, as well as by supporting the full integration of HIV in gender plans and operational strategies.

Leads the provision of strategic support to regions and countries to drive the implementation of the Global AIDS strategy, ensuring coherence on gender equality internally and across the Joint Programme.

Oversees UNAIDS reporting and contributions to global reporting mechanisms related to gender equality, including, reports of the Secretary General, UNAIDS global publications or other strategically important reports or publications.

Facilitates linkages and synergies between regions, countries and the Global Center, conducts monitoring and shares knowledge, including through communities of practice, on new research and emerging issues, good practices, normative frameworks, and tools to support the operationalization of key strategic documents that advance substantive gender equality and eliminate gender-based inequalities that drive the HIV epidemic.

Leads the preparation and/or integration of contributions in the areas related to gender equality and the human rights of women and girls in all their diversity, with a particular focus on women living with HIV, women key populations, and AGYW, in collaboration with partners and cosponsors.

Develops stand-alone content such as such as briefing notes, policy papers, memos, presentations and other documentation and communication materials for use within and outside the Practice, including for Senior Management, ensuring the highest standards quality, accuracy, clarity and presentation. Contributes content for reporting to governing bodies, donors and other relevant high-level purposes, as required.

b) Advocacy and representation

Analyzes the global HIV epidemic, context and response from a gender perspective, as well as relevant data on intersecting and gender-based inequalities, sexual and reproductive health and rights, comprehensive sexuality education, and GBV to formulate appropriate advocacy messaging.

Provides guidance, substantive inputs and quality control on gender equality advocacy strategies, materials and dissemination tools to internal and external knowledge functions.

Participates in or leads as required the engagement and liaison with other UNAIDS organizational units and internal and external advisory and advocacy groups as part of the Secretariat's gender mainstreaming.

Represents UNAIDS and engages with ongoing and ad hoc gender initiatives, as delegated by the Head.

Fosters and expands diverse strategic partnerships, at the global level, in particular with UNAIDS co-sponsoring agencies, Global Fund and donors, development partners, as well as, identifying opportunities to link HIV movements with feminist and women's health and rights organizations.

c) Management and supervision

Leads and manages the gender team's work plan implementation, aligning UNAIDS Secretariat actions with the Joint Programme efforts to advance gender equality in the global HIV response, and ensuring coordination and engagement with RST and country office staff.

Contributes to the effective development and management of the gender budget and work plans, their review and analysis, including recommending improved monitoring procedures within the framework of the Unified Budget, Results and Accountability
Framework (UBRAF).

Supervises, guides and supports members of the team/sub-practice as per the Practice's organizational structure relating to gender equality.

Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in development studies, women's or gender studies, law, social sciences, public health, political sciences, human rights, or another field related to the responsibilities.

Desirable: Further studies with a focus on gender and/or social inclusion.

Experience:
Essential: At least 10 years of professional experience; applying an intersectional gender analysis to advance gender equality and advance gender transformative policies and programmes. Experience working with diverse stakeholders, including governments, other United Nations organizations and key development partners, civil society and feminist and women-led networks and organizations, globally and regionally, and/or nationally including significant experience in low- and middle-income countries. Experience supervising and providing quality control to both international and national staff.

Desirable: Experience in gender and HIV and in two or more of the following areas: Sexual and Reproductive Health and Rights (SRHR), Gender-based Violence (GBV), changing harmful social/gender norms, Gender and the right to Health, Gender and universal health coverage (UHC). Experience working with intersectional gender analysis, feminist networks, networks of women living with HIV, women-led key population networks and movements.
Languages:
Essential: Proficiency in English.

Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 92,731 at single rate
Post Adjustment: 22.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
