Scope of Work:

The tasks of the consultant will include:

1.  Translation and adaptation of the Skills for Psychological Recovery (SPR):

1a. Conduct needs assessment meeting between the consulting team and select (6-8) UNICEF’s field managers and representative case managers across various locations in Myanmar. This needs assessment to take place the moment the project begins, for example on either January 2nd or 3rd. Estimated time: 2-2.5 hours online.

Adapt the Skills for Psychological Recovery, Field Operations Guide (by the U.S. National Center for PTSD and National Children Traumatic Network, 2010) into SPR Guide for Case Managers English (approximately 1.5 line-spaced, 12 points font, 120-140 pages). “Core skills” and the concept of “multiple contacts” will be adapted concisely for field use while technique-based information will remain largely verbatim. “Worksheets” for case managers to use in the field are likely to be culturally adapted—i.e., may appear quite different from the original English source.

1b. Adaptive translation of SPR Guide for Case Managers from English into Myanmar by the consultant’s team of sub-contracted translators. This process will be coordinated by the assigned consulting team member. The translation will then be reviewed, edited, and finalized by the consultant team with feedback from UNICEF team. During the training sessions, the trainers will continually invite feedback and take notes and the SPR Guide will be finalized. In other words, case managers input will be incorporated as necessary.

2. Provision of capacity building training and certification of the Myanmar adapted version of the Skills for Psychological Recovery (SPR):

2a. Conduct 32 training sessions for case managers selected by UNICEF between January and July 2023.

There will be 8 groups with 10 participants each totaling 80 participants. Each group will receive a 4-day training remote/live online; 7 hours for each module. (All groups and technical requirements for remote communication will be organized and ready by the scheduled date and time by UNICEF.)

2b. Evaluate learning with a quantitively scored quiz. Each group of participants who complete all 4 training modules will have to take this quiz and the score will be reported to UNICEF.

2c. Provide a training report (approximately 4 pages ) that contains aggregate quiz scores, feedback and inputs from the participants and brief narrative from the trainers after completion of all training rounds in August 2023.

4-day training sessions covering SPR in Myanmar language, 10 persons in each session, with 80 persons received training and are certified in SPR. SPR training manual and adaptation will need to be completed (task 1) before training sessions start. Participants of the training will include child protection case managers of UNICEF implementing partners. Skills for Psychological Recovery (SPR) is an evidence-informed modular approach to help children, adolescents, adults, and families in the weeks and months following disaster and trauma, after the period where Psychological First Aid (PFA) has been utilized or when more intensive intervention than PFA is needed. SPR is designed to help survivors gain skills to reduce ongoing distress and effectively cope with post- disaster stresses and adversities. SPR is based on an understanding that disaster survivors will experience a broad range of reactions (physical, psychological, behavioral, spiritual) over differing periods of time. While many survivors will recover on their own, some will experience distressing reactions that interfere with adaptive coping. Compassionate, caring, and informed providers may help these survivors recover by introducing them to the applicable SPR skills.

  1. Mentoring of certified SPR participants over 6 months time for quality assurance and support: Mentoring of certified SPR participants would include 16 scheduled 2 x hour sessions per month. The mentoring sessions would include: 1. case presentation by SPR service providers for consultation; 2. mental health consultants provide mentoring sessions that includes clinical documentation, consultation, supervision and direction as appropriate; and 3. self-reflection. 4. Exercise and role play on selected case identified by consultant. The purposes of these mentoring sessions are: (1) to monitor the services provided by the trained case managers, (2) to provide opportunity for continuing education, and (3) to provide personal support.

3a. Conduct 16 group mentoring sessions for certified SPR participants. Each group of 10 participants will receive 2 remote mentoring sessions, each session for 2 hours, between March and September 2023. (All groups and technical requirements for remote communication will be organized and ready by the scheduled date and time by UNICEF.)

3b. Provide a mentoring report (approximately 2 pages ) with issues faced by case managers, how they have been applying SPR (and previously learned PFA) and recommendations by the mentor in October 2023.

  1. Specialized mental health services (remote and/or in person and in ethnic languages) for persons including children and caregivers who are identified by UNICEF staff and partners that are in need of specialized referral support, including survivors of sexual violence, land mine victims, children formally associated with armed groups and recently released detainees as well as for field responders.

4a. Conduct individual counseling sessions remote (or in-person if the client and the counselor are in the same location and feasible for both parties) for clients referred by UNICEF.

Tasks 1:

Translation and adaptation of the Skills for Psychological Recovery (SPR)

Deliverables 1:

1a. Adaptation of Skills for Psychological Recovery, Field Operations Guide (provided by UNICEF) into SPR Guide for Case Manager in English.

1b. English into Myanmar translation of SPR Guide, will be carried out by subcontracted translators and review and edited by the consultant.

Timeline:

1a. 6 to 12 February 2023 (7 working days)

Translation, review & editing: 13 to 28 February 2023 (16 working days)

Tasks 2:

Provide SPR capacity building

Deliverables 2:

To conduct 4-day training per group x 8 groups (10 participants per group) = 32 training sessions total (for 80 participants)

• Will conduct learning evaluation and provide training report

Timeline:

March to July 2023 [on monthly basis] 32 working days

Tasks 3:

Mentoring of certified SPR participants over 6 months training period for quality assurance and to provide support

Deliverables 3:

Conduct 16 group mentoring sessions x 2 hours per session = 32 hours total for 80 participants, with 10 participants per group of certified SPR participants

•Provide mentoring report

Tasks 4: 

Provision of specialized mental health services

Deliverables:

Contingency support of identified persons in need of specialized mental health services referred by UNICEF and partners

•            Maximum caseload: 80 clients at a given time

•            Number of sessions per client: Will vary from 1 to 4 sessions (or more) per client depending on case complexity

•            Average schedule: Will vary from single encounter to 1x/week or 1x/month per client.

•            Session length: 60 minutes minimum

E.g., Estimated number of client referral from UNICEF: 80 clients x 3 hrs/client = 240 sessions during 11.5 month period

To qualify as an advocate for every child you will have…

  • Bachelor's Degree in mental health, psychology and social work or a related field.

  • At least 5 years' professional experience in the provision of specialized mental health services;

  • Proven professional experience in and ability to provide strategic framework and documents for MHPSS programming, engagement, and coordination with reference to global guidance and standards.

  • Demonstrated expertise and professional experience in developing quality MHPSS material

  • Good understanding of conflict-sensitive programming and previous professional experience in programming in conflict settings a strong asset;

  • Excellent communication, analytical and writing skills;

  • Professional experience working with Ethnic groups in Myanmar, considered a strong asset.

  • Working experiences with UN agencies or INGO is an asset
