Organizational Context

The main objective of the Planning, Monitoring, Evaluation and Reporting (PMER) Officer is to fulfil planning, monitoring, evaluation, and reporting tasks for the country IFRC Delegation in Ukraine, ensuring that existing frameworks, tools, templates, guidelines, practices, and processes are used. The PMER Officer will work in close collaboration with PMER Manager and technical delegates to coordinate data collection and analysis (jointly with the Information Management Officer), support in conducting needs assessment of the affected populations and inform operational planning, decision-making, and quality and accountable programming. PMER Officer will also have a responsibility to support the Ukrainian Red Cross Society in PMER capacity building for accountable and evidence-driven humanitarian programming.

Job Purpose

  • Creating PMER products, including by liaising with the technical departments/delegates/staff
  • Undertaking quality control and editing for plans/reports and appeals, ensuring that professional standards, requirements and formats are adhered to and the deadlines are met, working closely with finance staff to ensure coherence between narrative and financial reports
  • Being one of the focal points for PMER-related responsibilities in the Delegation and for the emergency operations
  • Working closely with the Ukrainian Red Cross Society and Partner National Societies on collecting and compiling their inputs (data) for the PMER-related products
  • Working closely with the Regional Office for Europe and Country Cluster Delegation PMER on implementing key planning, monitoring and reporting products, that are aligned with and feed into regional and global frameworks and standards
  • Support in ensuring that an overarching M&E framework (baseline surveys/needs assessments and endline surveys/PDM, evaluations, project reviews and lessons learnt workshops) is created, maintained and implemented for the programmes in country
  • Providing technical support to potential project proposal development in country
  • Creating information materials

Job Duties and Responsibilities (continued)

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies related to data management, statistics ... etc (Required)

Education

  • 3 years of experience working in PMER, IM or analytical role (Required)
  • Experience working in humanitarian sector and development projects (Required)
  • Background in data collection, management, analysis and presentation methods and tools (Required)

Experience

  • Skills in supporting organizational learning, accountability, and performance (Required)
  • Strong analytical and written skills, including reports and presentation skills (Required)
  • Strong skills in designing and using PMER concepts, tools, and best practices (Required)
  • Knowledge of results-based or adaptive management systems and processes
  • Ability to handle complex tasks independently (Required)
  • Strong time management and organizational skills with very close attention to details (Required)
  • Knowledge and skills around results-based planning (logframe) and setting up robust planning systems for complex programmes (Required)
  • Knowledge of assessment, survey and monitoring methodologies and experience in implementing them (Required)
  • Experience working in support of partner organisations, including organisational development and capacity building (Required)
  • Knowledge of evaluation and review for disaster response or recovery work (Required)
  • Experience in capacity building through on-the-job or other training methods (preferred)
  • Solid understanding of humanitarian operations as well as gender, protection, social or human vulnerability issues (Required)
  • Fluently spoken and written English (Required)
  • Good command of Ukrainian (Required)
