Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presence's activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

The Presence has been implementing during 2019-2022 an extra-budgetary project Support Parliament and Civic Education in Albania funded by the government of the Swiss Confederation and as a follow-up complementary phase, the Presence will be implementing a PACEP phase II, project “e-Legislation Support for Albania”

A vacancy for a project National Project Assistant  for a fix-term appointment until December 2023, with the possibility for an extension pending budget availability.

This post is yet to be classified, which cause the grade to, not only might be offered at a lower grade, but to genuinely and ultimately be established at a lower grade than advertised


Tasks and Responsibilities:

Under the direct supervision of the Project Manager (PM), the incumbent performs day-to-day project management duties of the National Project Coordinator within the Extra Budgetary project “e-Legislation Support for Albania (PACEP II)”:


1.Implements the “e-Legislation Support for Albania (PACEP II) ExB project, through all steps of the project cycle, in accordance with the OSCE performance-based programming and budgeting and project management standards including:

•    Drafting internal and external reports; 

•    Coordinating the implementation process of  all project activities


2. Provides legal advice to beneficiary institution as well as  the Project team:

•    Legal opinions to the Assembly of Albania on issues like legislative procedures, legislation scrutiny and assessments
•    Provides legal advice on contracts and solutions to the Project on legal matters, including  contract management;
•    Drafts memoranda and contracts and providing solutions on legal matters to the Project Team and provide legal advice to the Project Manager and Head of Democratization Department when drafting contracts and memoranda;
 

3. Monitors implementation of project activities related to digitalization and e-Legislation Support:

•    Creates, updates and maintain a database of the experts for efficient networking in the area of digitalization, innovation, e-legislation and ICT security, e-consultation/ e-participation etc.;
•    Provides the recommendations and proposals development for institutional governance enhancement;
•    Analyses the existing regulations applicable to the digital institutional governance;


4.  Supervise and directly conduct activities including reviews reports, needs assessments and feasibility studies prepared by the Project.

•    Directly manage activities, which can include working groups, seminars, trainings, study tours, publications and others;
•    Assisting in developing operational plans for activities and in day-to-day supervision and conducting project activities;
•    Review financial reports to ensure compliance with  project reporting requirements.


5. Liaison with beneficiaries and stakeholders:
•    Coordinate activities with stakeholders and beneficiaries (liaising with key partners in the Government, international organizations and agencies, international and local experts as well as OSCE institutions);

Necessary Qualifications:

  •  First level university degree in law or related field ; Advanced university degree and constitutional background would be an asset
  •  Minimum 3 to 5 years of professional experience, preferably in domestic and/or international institutions; previous experience working with international institutions is desirable;
    •    Excellent legal analytical skills; 
    •    Solid and proven experience in legislative drafting; 
    •    Experience in drafting or working with strategic plans documents;
    •    Experience in organising workshops, roundtables involving high-level stakeholders;
    •    Experience with gender, elections, human rights, media related issues;
    •    Strong computer and word processing skills; 
    •    Ability to work independently and as part of a team;
    •    Ability to work well under pressure;
    •    Experience with e-platforms;
    •    Excellent English, knowledge of other EU languages would be preferable
    •    Ability to represent the Organization well at meetings and other outside events


Remuneration Package:

The remuneration will be in line with the OSCE salary scale, subject to post classification results and National Social Security deductions. OSCE salaries are exempted from the taxation.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
