DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level, security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

Overall purpose of the role


  • Under the supervision of the Area Programme Manager and the Protection Coordinator, the Protection Project Manager (PM) is responsible for the planning, quality implementation and follow up of the protection projects and teams in the assigned area;
  • In close coordination with the Technical Coordinator, the Protection PM contributes to the development and implementation of DRC’s sector strategy in Yemen, as well as the harmonization and rollout of tools and guidelines;
  • As the technical focal point for protection staff in his/her area of implementation, the Protection Manager will be responsible for strengthening DRC’s protection capacity of conflict affected persons in Yemen supporting IDPs, host communities, returnees, marginalized people, and mixed migrants.With support of APM, Protection Manager will develop a capacity building plan for the team to ensure streghtening of the programme, and will identify entry points for integration and protection referrals with other DRC sectors

Main Responsibilities:

Program Implementation

  • Ensure protection programming in area of responsibility is conducted according to DRC Protection SoPs and global humanitarian principles.
  • Responsible for overseeying project management cycle, including target monitoring (IPTT), financial spending (BFUs), procurement planning, technical quality and donor compliance in the area of intervention.
  • Technical and programmatic capacity building of the team to ensure empowerment of staff into leadership positions. Technical and programmatic support to implementing partners and other sectors on protection
  • Produce high quality donor reports, provide technical and programmatic inputs into project proposal development and budgets, ensure regular presence at grant review meetings
  • Undertake field/onsite visits to monitor the quality of implementation and provide technical advice as well as create customized need based capacity building plans for field protection staff as necessary;
  • Identify and lead opportunity for integration of protection with other DRC sectors. Provide protection inputs into other sector’s intervention as required. Promote collaboration between teams
  • Develop procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan, including participation in supply chain processes and ensuring goods are in line with programmatic standards;
  • Complete and regularly update budget forecasts for project activities and staffing, and monitor budget vs. actual on a regular basis. Manage expenditures and take timely corrective action to prevent over and under expenditure;
  • Maintain ongoing communication with Safety regarding relevant contextual developments and incident reporting;
  • Establish and regularly update the MEAL plan, including (a) ensuring appropriate indicator and quality tracking (both quantitative and qualitative) and (b) working closely with Quality Assurance  to put in placeand maintain DRC accountability mechanisms;
  • Identify opportunities and material to contribute to communications work and advocacy.


Program Team Management

  • Recruit and line manage (including conducting appraisals on performance management and providing instructions to HR around contract amendments and termination) for protection project staff based on funding availability and quality of work;
  • Provide regular constructive feedback to direct reports, following DRC’s Performance management procedures, and support direct reports in performance management of their team members;
  • Assess training and development needs within the Protection team, develop a capacity building plan and implement the plan with the support from the Protection Coordinator; to support staff professional growth and opportunities for nationalization
  • Liaise with line and technical management as necessary and relevant regarding team performance;


Program Design

  • In close coordination with the Technical Coordinator, the Protection Manager leads the development and implementation of DRC’s sector strategy in Area of implementation as well as the harmonization and rollout of tools and guidelines;
  • Leadintegration of Protection interventions with other core sectors, ensuring close collaboration between field teams;
  • Work closely with the Area Programme Manager, Technical Coordinator, and Protection and Mixed Migration Team Leaders on the identification of needs of communities and gaps in Protection services within DRC’s areas of intervention;
  • Provide, upon request, technical input into the development (and implementation) of relevant SOPs and technical standards;
  • In coordination with the Area Programme Manager and Protection Coordinator, contribute to the Area level program strategy and to the establishment of sector-based log frames and targets;
  • Lead in the proposal development process within respective sector in the area of intervention by providing field specific context analysis, technical sector specific analysis, beneficiary information, feedback on the concept including proposing the activities and costing at field level in line with Area Log Frames;


Coordination and Representation

  • Responsible for supporting with conducting donor visits in close coordination with the country office donor focal points, provide briefing to Donors;
  • Active participation in, contribution to and representation of DRC in the Protection and Child Protection Sub-Clusters, as well as working groups, including the Mixed Migration working group, and other meetings related to protection; including CCCM Area Based Coodtination meetings
  • Ensure that DRC’s work is coordinated both internatlly and with efforts of other agencies, ensuring the specific needs of vulnerable communities are being addressed;
  • Feed into national clusters through Technical Coordinator, in particular regarding context, needs and possibilities for coordination.
  • Work closely with Protection PM counterparts, and promote organizational sharing and technical exchange across protection teams in different locations


  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming;
  • Undertake any other duties that may be assigned by the Line Manager.
  • Identify opportunities for local partnerships and identify capacity building plans for existing local partners

About you

Experience and technical competencies

  • Minimum four years Protection related field experience, preferably in an emergency or early recovery context;
  • Significant knowledge of International Humanitarian and Human Rights Laws, particularly Refugee Law and International standards relating to the protection of IDPs;
  • Experience in international humanitarian work and refugee/IDP complex emergencies, including in camp settings;
  • Experience with managing large teams and providing technical guidance, training and capacity building;
  • Experience with full time remote management of static and mobile teams.
  • Experience managing large protection projects, budget planning and follow-up, procurement, report and proposal writing;
  • Proven communication, negotiation, advocacy and diplomacy skills;
  • Ability to quickly develop understanding of the human rights situation and insight into the political environment of the program country;
  • Prior experience implementing case management/PSS/legal programs;
  • Knowledge of Gender and Protection mainstreaming, AGD, PwSN and AAP approaches;
  • Experience working and living in a challenging security environment and under strict safety rules and willingness to travel to conflict affected areas is required.
  • Prior experience with implementing through implementing local partners is considered an asset


  • University or Master’s degree relevant to humanitarian work: preferably in law, social work, gender studies, social sciences or humanitarian aid (significant proven field experience may be accepted in lieu)



  • Proficiency in spoken and written English
  • Arabic is considered an asset

We offer

Contract length: We are providing one year contract renewable based on both good performance and Funding. This position is reporting to the Area ProgrammeManager (with technical reporting to Protection Coordinator).
