Office/Unit/Project Description

 

The United Nations Development Programme (UNDP) serves as the integrator in the UN Development System, to realize the Sustainable Development Goals (SDGs). UNDP has a Global Policy Network (GPN), a network of field-based and global technical expertise supporting delivery of the signature solutions in UNDP’s Strategic Plan.

 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) develops all relevant policy and guidance to deliver on UNDP’s Strategic Plan, providing technical advice to Country Offices, representing UNDP at multi-stakeholder fora and engaging in UN inter-agency coordination.

 

Climate change is the single greatest challenge humanity has ever faced. Climate change mitigation – or reducing greenhouse gas emissions – is essential to fulfilling commitments to the Paris Agreement and limiting the global mean temperature increase to 1.5° C above pre-industrial levels. UNDP, with more than 280 climate change mitigation projects and programs in over 110 countries, is a key actor supporting countries in their emission reduction plans, contributing to ambitious Nationally Determined Contributions. Activities in energy, as well as forests and agriculture, will be critical to meeting global mitigation objectives. 

 

UNDP’s approach to forestry aligns with the SDG 15 and contributes to UNDP's 'signature solution' on environment and nature-based solutions for development. Deforestation and forest degradation accounts for more than 10 percent of global greenhouse gas emissions and it is clear that the stabilization of global temperatures cannot be achieved without reducing emissions from the forest sector. UNDP's Climate and Forests programme supports countries to conserve and sustainably manage forests and ensure sustainable and equitable development paths that lead towards carbon neutrality.

 

Under the overall objective and scope of work as referred to above, the UNDP Climate & Forests programme is seeking a Web Adminstrator to update, maintain and support its web presence at www.climateandforests-undp.org.

 

Institutional Arrangement

 

The Web Administrator will be supervised by the Principal Policy and Technical Advisor, Climate and Forests Programme, BPPS, or her/his designated mandated representative(s). The assignment is home-based. If travel is required, and subject to (local) Covid-19 health permission, such travel shall be at UNDP’s expense and processed in accordance with UNDP’s travel guidance and policy. 

 

Given the consultations to be undertaken during this assignment, the Web Administrator is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones. The Web Administrator will be given access to relevant information necessary for execution of the tasks under this assignment, and he/she will be responsible for providing her/his own working station (i.e., laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection.

 

Duties and Responsibilities

              Scope of Work

 

The Web Administrator, by working closely with UNDP Climate & Forests team, will update, launch and maintain a renewed website, that is user-friendly and secure.

 

In particular, the Web Administrator will:

 

  • Work with the Climate & Forests team to update and maintain a user-friendly web strategy, update website taxonomy and apply best-in-practice principles to build user engagement.
  • Support the maintenance and creation of new pages.
  • Assist users with access issues (eg. Password resets, login procedures).
  • Help develop users' capacity to self-manage their own project pages.
  • Log bugs/issues that have been identified by colleagues/users.
  • Prioritise and schedule work to resolve bugs/issues.
  • Test and apply core and control module updates,
  • Add/remove users.
  • Create custom pages/layouts to support project communication/KM objectives.
  • Adjust custom page layouts ( eg. Home page layout, menus) as necessary.
  • Optimise Drupal install (eg. Manage caching, module uninstall, etc.) as necessary.
  • Update CSS as necessary.
  • Create user-friendly interface to promote increased consistency across web properties.
  • Administer Linux-based webhost to prevent downtime, configure and manage backups, monitor host resources, optimise server for performance, liaise with hosting provider to resolve faults, liaise with UNDP JCT team to procure, and manage domains, hosting services, SSL certificates, etc., and maintain a secure register of account details and access credentials.

Minimum Qualifications of the Successful IPSA

 

Min. Education requirements

Master’s Degree in Computer Engineering, Computer Science, Engineering, Information Technology or closely related field.

Min. years of relevant work experience

A minimum of five (5) years of professional experience in website administration, website design, website management or similar. 

Required  skills

  • Familiarity and relevant experience in using different Content Management Systems (CMS), particularly Drupal;
  • Have a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java;
  • Demonstrate the ability to create innovative and visually appealing design;

Desired skills in addition to the competencies covered in the Competencies section

  • Have excellent knowledge of recent trends in graphic design, web sites, including online video publishing, and social media networking.
