OBJECTIVES OF THE PROGRAMME

The Department of Epidemic and Pandemic Preparedness and Prevention (EPP) advances global efforts to prevent and control existing and emerging infectious diseases by increasing access to evidence-based interventions; fostering impactful innovation; and leveraging technical, operational and strategic partnerships. In addition, EPP develops global mechanisms to facilitate coordination and collaboration between countries and multi-sectoral partners for catastrophic events of natural, accidental or deliberate origin. The department of Epidemic and Pandemic Preparedness and Prevention is committed to delivering GPW13 Outcome 2.2 Epidemics and pandemics prevented, through:
- Delivering risk assessment, technical guidance, interventions and control strategies for country impact;
- Promoting innovation and adoption of new technologies;
- Aligning and coordinating international action through trusted partnership;
- Ensuring vulnerable populations have access to life-saving interventions and supplies.


DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:
1. Coordinate and oversee programmatic and technical implementation of activities related to PHSM particularly tracking PHSM and decision-tools for PHSM technical support for mainstreaming PHSM in WHO's and countries' strategies, plans and policies related to health emergency management.
2. Contribute to capacity building in PHSM at regional and country levels particularly in data analysis, simulation exercise and decision for PHSM.
3. Support advocacy and communication to ensure that PHSM are a core programmatic area.
4. Collaborate with other WHE both internally and externally.
5. Facilitate joint projects with other WHO departments to improve horizontal and vertical synergies on PHSM.


REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in public health, epidemiology, public policy, health science, international development, health economics or similar from a recognized/accredited institute.
Desirable: A Master's or PhD in one of the above-mentioned areas.

Experience

Essential: A minimum of five years' experience in public health with experience in monitoring and evaluation including assessing the effectiveness and impact of multisectoral interventions.
Desirable: Experience in coordinating multidisciplinary and international stakeholder groups and managing multifaceted projects including preparation of reports, meeting organization and communication and advocacy.

Skills

- Strong knowledge and skills in the area of health emergency preparedness and prevention, behavioural interventions during health emergencies and public health and social measures.
- Strong skills in writing scientific and technical documents including manuscripts, meeting reports and strategic documents.
- Demonstrated knowledge and experience in skill building, health policies and public health decision-making.
- Strong skills in building partnerships.
- Strong skills in project management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4347 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
