Description

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Human Rights and Social Development Division - For over 20 years SPC has operated as the region’s pioneer in human rights and gender capacity building to Pacific states, institutions and civil society. Through a team of regional advisors and Country Focal Officers (CFOs) based in member states, it provides a comprehensive suite of policy and legislative advice, technical assistance and capacity building to support Pacific states to respond effectively to priority regional human rights priorities, such as gender equality, ending violence against women and children, disability rights, climate change and equitable, sustainable development.

The role – the Social Citizenship Education Officer – Vanuatu will provide support, coordination, monitoring and facilitation of government and SPC’s formal and informal education work at the national level.

 

The key responsibilities of the role include the following:

Country Plan Implementation

  • In consultation with host Ministry and other relevant stakeholders, develops results-focussed, strategic, accurate and realistic annual and six-month work plans, M & E plan and budget.
  • Ensures effective implementation of activities and programs in the annual work plan.
  • Maintains accurate financial records.
  • Communicates with the MOET Supervisor on a weekly basis to plan work, implement and providing regular feedback.
  • Provides monthly reports of work to the MOET and HRSD Supervisors.
  • Supports SPC Pacific Partnership EVAWG project activities at the country level.

Training and capacity building

  • Coordinates in-country capacity development programs for pilot schools.
  • Delivers, with Suva staff and Country Focal Officer, capacity building programmes for schools and school communities.
  • Plans and implements appropriate training methodologies for child and adult learners.

Providing Technical Assistance and Advice

  • Provides advice and technical assistance (TA) to Host Ministry/Department of Education.
  • Provides coordination and TA to education committees working on the integration of human rights and gender equality education in schools.
  • Identifies national education sector human rights and gender equality capacity needs through research, consultations and monitoring data.

Networking and Partnership

  • Represents SPC effectively at national, regional and international forums.
  • Shares information on Pacific Partnership EVAWG project progress and outcomes with key stakeholders.
  • Establishes, strengthens and supports partnerships that advance Human Rights and Social Development Division and Pacific Partnership EVAWG project objectives at national, regional and international levels.

Monitoring & Evaluation

  • Identifies and documents success stories, case studies and outcomes of Pacific Partnership EVAWG project.
  • Researches and maintains up-to-date data on core national educational priorities.
  • Contributes to design and implementation of effective M & E system for country work using both qualitative and quantitative indicators.

Key selection criteria

Qualifications

  • Tertiary qualifications from a recognized university in education, social and gender analysis or development.

Technical expertise

  • At least five years’ experience working in the fields of formal education, community development, training and assessment, monitoring and evaluation in Vanuatu.
  • Good knowledge of Vanuatu and an understanding of education and broader development challenges in the country and region.
  • Proven ability to work independently.
  • Proven experience in report writing, analysis, financial and narrative project reporting.
  • Basic accounting and financial literacy skills.
  • Basic computer literacy.

Language skills

  • Competency and fluency in the English and Bislama languages.

Interpersonal skills and cultural awareness

  • A proactive and positive team player able to work effectively in a multicultural environment

 

Salary, terms and conditions

Contract Duration – This position is budgeted for 3 years and is subject to renewal depending on performance and funding.

Remuneration – The Social Citizenship Education Officer - Vanuatu is a Band 7 position in SPC’s 2023 salary scale, with a salary range of VUV 166,912-208,639 per month. An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Benefits – SPC provides medical and life insurance for eligible employees and their eligible dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 4% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
