Senior Associate, Public Finance

The Senior Associate, Public Finance will support GGGI's Peru Country Program in the framework of the Norway-financed project for the implementation of Agroforestry Concessions (AC). Specifically, the Senior Associate, Public Finance will help the national government of Peru and three regional governments, San Martín, Amazonas, and Loreto, analyze and design economic tools and public budgets to implement the AC system. This work will be coordinated internally with the Peru Country Representative, the Senior Public Policy Specialist, GGGI's Green Investment Services (GIS), the Sustainable Landscape Unit and externally with consortium partners ICRAF and SPDA.

This position reports to GGGI's Peru Country Representative, will coordinate with the Peru Senior Public Policy Specialist and will receive technical support from the Seoul-based Sustainable Landscape and GIS department.

 

 

PURPOSE

 

The role of the Senior Associate, Public Finance is to support relevant authorities at the national and subnational level in Peru to secure the funding needed for the implementation of the ACs through the public budget and public investment systems. Also, the Senior Associate, Public Finance will help the government align its financial incentives towards agroforestry-based family farmers in the Amazon. The postholder will conduct tasks in two major areas:

 

Agroforestry Concession Implementation Plan Development

  • In coordination with the Country Representative and the Senior Public Policy Specialist, conduct a costing exercise to calculate the expected costs for full implementation of the AC system nationally, as well as regionally for San Martín, Amazonas and Loreto, considering-primarily-public funding.
  • Support the national forest service (Serfor) and other key agencies at the national level analyze their budgets to identify opportunities for restructuring them or securing additional funding from the general budget or the public investment budget for the implementation of ACs nationally. This includes (1) design of public investment projects, (2) exploration of private-public arrangements such as Public-Private Partnerships and Public-works Tax Deductions (Obras por Impuestos), among others, (3) developing supporting financial documentation to access public budget from the general budget or specially assigned investment budgets
  • Support the regional governments of San Martín, Amazonas and Loreto navigate and follow the procedures to request additional public funding or rearrange their existing budgets to secure funding to implement ACs in their regions. This includes (1) budget analysis and identification of financial resources in budget structure, (2) development of supporting documentation for access to public budget and financial advice to secure funding
  • In coordination with the Country Representative and the Senior Public Policy Specialist to prepare presentations and other communication materials relevant to the work to explain and help engage with appropriate officials.
  • Support Serfor, other key agencies at the national level and/or the regional governments of San Martín, Amazonas and Loreto, draft documents or plans for institutional arrangements that support the implementation of ACs.
  • Support selected public agencies that work on public incentives for agricultural practices to incorporate ACs as part of their funding criteria.

 

ENGAGEMENT

 

This role requires significant collaboration with internal and external stakeholders in ensuring that public funding options are readily available for the successful implementation of ACs. Particularly, the Senior Associate, Public Finance will engage closely with government officials at the national and regional levels both from the technical offices as well as the operational and budgetary offices to deliver the project results as a trusted advisor. His/her work will be carried out under the supervision of the Peru Country Representative, in coordination with the Senior Associate Public Policy Specialist and in conjunction with GGGI's Green Investment Services division and the Sustainable Landscapes unit.

 

DELIVERY

 

  • Coordinate closely with others to build a strong team capable of supporting Government counterparts and achieving program goals and requirements.
  • Monitor and report on project activities in a timely manner to support project management/oversight.
  • Support identification and engagement of government and partners with whom GGGI can collaborate in the delivery of set targets and scope of work at the national and subnational level.
  • Organize relevant workshops, consultations and focal group discussions with key department-level stakeholders to ensure alignment of GGGI's service with client needs.
  • Monitor project activities to ensure consistent/appropriate use of resources, delivery proceeding on schedule and operational demands are within project parameters.
  • Assess delivery issues and works with subnational counterparts to build common understanding and coordination on project activities.
  • Participate in any other relevant activities deemed necessary for the development of GGGI's Peru program, including monitoring and evaluation of related activities.
  • Support GGGI Country Representative in all other activities and tasks related to Green Investments when necessary, including stakeholders' engagement, resource mobilization and internal(GGGI Online)/external reporting.
  • Support the Country Representative in monitoring the project from both technical and financial perspectives related tohis/her assigned technical tasks.
  • Ensure adherence to GGGI policies across procurement, legal, human resources and finance.
  • Support the preparation and delivery of workshops, focus group discussions and meetings as required for the successful delivery of the program.

 

The Senior Associate, Public Finance will receive input from the Peru Country Representative, the Senior Associate, Public Policy specialist and Seoul-based GIS and Sustainable Landscape colleagues for the development of his/her work. S/he will be expected to provide technical support to the project and contribute to knowledge sharing, the application of best practices and lessons learned in the project.

 

REQUIREMENTS
QUALIFICATIONS

 

  • Demonstrated current knowledge of Peru's public budget and public investment regulations and procedures
  • Proven public finance and/or policy experience in Peru in, or consulting for, national agencies or regional governments in Peru;
  • Proven experience designing or participating in the design of public investment projects in Peru and/or budgets of public institutions.
  • Demonstrated knowledge of Peruvian public finance regulatory and procedural knowledge is critical;
  • Demonstrated fluency in English and Spanish (written and verbal)
  • Bachelor's degree in Economy, Business Administration, Finance, or other related fields;
  • An advanced degree (Masters) relevant to public policy or economy is a requirement; with a technical specialization in public finance and public investment related topics;
  • A minimum of 5 years of relevant professional experience;
  • Proven managerial skills to lead, or be active part of, a multi-cultural team effectively and deliver expected quality outputs on time with tangible results and impact;
  • Experience working with environmental and regional government officials in the design of public finance solutions is desirable.
  • Experience in providing advisory services to environmental agencies is a strong asset;
  • Understanding of climate change, rural and agricultural finance are additional assets;
  • Previous work experience in international organizations or multinationals in developing countries is a strength;

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as green growth, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. In the newly approved Strategy 2030, GGGI is driven by the vision of “a low-carbon, resilient world of strong, inclusive, and sustainable growth”.

GGGI, alongside partners the World Agroforestry Centre (ICRAF) and the Peruvian Society for Environmental Law

(SPDA), anticipates implementing the project “Peru's Agroforestry Concessions Scheme: Enabling Multi-level Implementation of an Innovative, Transformative Policy” financed by the government of Norway. This three-year initiative will help the government of Peru create the institutional, technical and financial conditions to enable the successful implementation of the new agroforestry concessions (AC) in the Peruvian Amazon. Through the ACs, family farmers will access legal titles to their lands conditioned to the implementation of sustainable land use practices, with proper technical and financial incentives.
