Implementation of Gender and Social Inclusion policies is one of the important components of the GCF’s objectives and guiding principles. This includes the engagement of women and men of all ages and backgrounds, and indigenous people as stakeholders in the design, development and implementation of strategies and activities to be financed. Moreover, environmental, social, economic, and development co-benefit in the adaptation and mitigation projects will be maximized through the implementation of a gender and social inclusiveness-responsive approach.

This assignment builds on the Gender and Social Inclusion (GESI) principles that were developed and adopted by the NDA and other GCF stakeholders during the Readiness III Project. This assignment will continue previous technical assistance on GESI by providing technical backstop to the NDA and (D)AEs to ensure gender and social safeguards policies are used within the country context to design and implement high quality GCF projects and programs. This includes support to relevant studies and capacity building for relevant national stakeholders. 

DELIVERABLES AND PAYMENT SCHEDULE

GGGI requires the services of a qualified expert to work as a “Gender and Social Inclusion Advisor” (hereafter referred to as “the Consultant”) for the National Designated Authority (NDA) of the GCF in Indonesia. The consultant will collaborate with other consultants working on other activities if this Readiness project.

The consultant shall work under the guidance of the NDA and GGGI team with the following scope of work: 

  1. Provide high quality advice and technical backstopping to mainstream and improve gender equality and social inclusion in the overall NDA activities.
  2. Ensure that gender equality mainstreaming and social inclusion are incorporated into all activities under the Readiness program, including during consultations with multiple stakeholders.
  3. Provide high-level technical and strategic advice on the development and validation of studies produced under the Readiness program to ensure that they are responsive to GESI issues, particularly for the Capacity Gap Assessment for Multiple Stakeholders, the Sectoral Investment Guideline, the Technology Needs Assessment, and other relevant NDA study reports.
  4. In collaboration with other consultants, provide high-quality technical advice on the design of capacity building and awareness raising activities conducted under the Readiness project to ensure that GESI is mainstreamed into the process. This includes: a.) a series of workshops for selected DAEs (PT SMI and Kemitraan) on the development of concept notes for a programmatic approach on priority sectors, b.) technical workshops for subnational governments, civil society organizations, and the private sector to program and implement priority sector projects, c.) business dialogues for private and public stakeholders involved in selected priority sectors, d.) blended finance stakeholders' forums to leverage private sector investments in climate change projects.
  5. Provide technical advice to articulate the gender and social components of concept notes developed by the DAE
  6. Provide technical advice to articulate the gender and social components for the development of new programmatic concept notes. This include high quality inputs provided for the pre-feasibility studies in supporting the development of a programmatic approach concept note
  7. Perform the Quality Assurance (Q/A) for the gender and social components of new proposals from national entities submitted to the NDA.
  8. Identify opportunities where Civil Society Organisations (CSOs) can be engaged to enhance the impact of Readiness project activity outcomes and provide activity-specific advice on engagement.
  9. Provide inputs for GESI related communications materials including written and visual content.
  10. Participate in the routine meetings of the NDA to ascertain that gender and social aspects and development agenda are well addressed during these meetings.
  11. Contribute to mandatory reports of the NDA to the GCF, particularly on gender equality and social safeguard.
  12. Collaborate with other consultants as necessary.

Notes:

  • The Consultant is to provide his/her own equipment to produce all deliverables.
  • The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.
  • Final deliverable must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner.

EXPERTISE INFORMATION

He or she must have the following qualifications:

  • Masters degree or higher, in economics and development studies, anthropology, sociology, human ecology, or a related field;
  • At least 10 years of professional experience in gender and development in Climate Change or related initiatives;
  • High level knowledge with sustainable development, green economy, green growth, climate change and other related issues;
  • Knowledge of policies and legal frameworks on the areas.
  • Familiarity with safeguards in climate change issues;
  • Previous experience working with Ministry of Finance and Ministry of Women Empowerment and Child Protection would be an advantage;
  • Proven ability to communicate clearly and effectively in written reports and other publications both in English and Bahasa Indonesia, previous writing examples might be requested;
  • Experience in working in the area and other relevant area;
  • Experience in managing and coordination with national counterparts, partners or donors;
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;
  • Excellent in the usage of computers and office software packages.

 

ADMINISTARTIVE INFORMATION

In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

  1. Professional Competency (10 points): Masters degree or higher, in economics and development studies, anthropology, sociology, human ecology, or a related field.
  2. Experience (40 points): Minimum 10 years of professional experience in gender and development in Climate Change or related initiatives. Experience working with the Government of Indonesia, CSOs/NGOs, private sector, and diverse national stakeholders. Candidate must also have proven experience with process of stakeholder engagement for multi-stakeholders project.
  3. Communication (10 points): Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required. This means an ability to participate in professional meetings in English and writing high quality report in English.
  4. Technical Knowledge (40 points): Strong understanding of gender and social inclusion principles, especially in context of development and climate change is a must. Candidate must have strong understanding on national context and frameworks of sustainable development, green economy, green growth, climate change and other related issues. Understanding of GCF’s Environment and Social Safeguards (ESS) is an advantage.
