Background:

In preparation for the alpine Training-of-Trainers course, the Centre seeks to hire an international alpine expert to conduct a high quality, safe and effective training in field conditions. 

 

Objective of Assignment:

Field training exercises, especially training in mountainous environments, involve considerable risks to the safety of trainees. To mitigate risk and ensure trainee safety, the Centre seeks to hire an international alpine expert with proven technical expertise and extensive experience to deliver a four-week alpine training event at the Training Centre of the State Border Service of Turkmenistan. 


Tasks and Responsibilities:

Under the supervision of the Centre’s Project Manager and the National Project Officer, the successful candidate will be tasked with the following duties:

1. Develop detailed programme of the training of trainers.

2. Develop handouts on the trainings and on technical safety of the participants.

3. Formulate the pre-and post-evaluation test forms with answers and prepare the final report at the end of the training event summarizing the findings and lessons learnt as well as provide the recommendations for future training events.

4. Answers of the test forms to be shared with project team only.

5. Deliver presentations on the topics of border patrolling operations in a mountainous environment.

6. Conduct practical alpine exercises using the equipment purchased for the training purpose, while adhering to safety requirements.

7. Conduct a four-week alpine training of trainers at the Training Centre of the State Border Service of Turkmenistan from 1 to 28 March 2023.

8. Observe, monitor and evaluate the progress of the training of trainers throughout the event, the findings and lessons of which will be stated in the final training report with follow-up recommendations.

9. Prepare and submit the final report to the National Project Officer a week after the completion of the training.

 

Deliverables and performance indicators:

•    Preparation of a coherent course schedule, lesson plans with objectives and explicit teaching methods. 
•    Preparation of the pre-and post-training test forms to measure the knowledge and skills increase.
•    Support the project team in assessing the pre-and post-training test forms.
•    Delivery of a four-week alpine training of trainers at the Training Centre of the State Border Service of Turkmenistan from 1 to 28 March 2023;
•    Successful transfer of practical skills required for the border guards to conduct alpine patrolling in daytime and at night.
•    Provide the full set of the theoretical presentations to project team in advance for translation purposes and conduct a series of practical exercises on the training site and in the mountains alike.
•    Submission of a final analytical report on the training of trainers conducted with relevant recommendations for further programming.

Necessary Qualifications:

  • Professional border police, police, customs or military officer or non-commissioned officer;
  • Minimum 6 years of alpine patrolling experience; 
  • Certificate issued by Professional Association of Alpine Instructors or other  internationally recognized similar association or federation; 
  • Experience in developing and delivering training in tactical and technical matters;
  • Experience in dealing with international organizations and foreign law enforcement agencies;
  • Professional fluency in oral and written English and/or Russian;
  • Knowledge of Turkmen or other regional languages would be an asset;
  • Ability and willingness to work as a team member with people of different cultural and religious backgrounds and diverse political views;
  • Excellent physical condition;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

 

Remuneration Package:

Remuneration will be based on the duration of the assignment and the selected expert/s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates. Minimum remuneration is 400 EUR per day subject to budget availability.
