Officer, Green Finance and Energy Efficiency

 

A Green Finance and Energy Efficiency Expert (hereafter: Expert) is recruited by GGGI in Budapest, Hungary to work and contribute to the implementation of two European projects related to energy efficiency and green finance (hereafter: Projects): the Energy Efficiency Aggregation platform for Sustainable Investments (ENERGATE) and Urban Planning and design ready for 2030 (UP2030).

ENERGATE aims to facilitate the creation of an effective, ICT-enabled, energy efficiency marketplace bringing together energy services and sustainable finance to accelerate the renovation rate of buildings by increasing the chances for projects to be financed. ENERGATE envisions to transform the complex set of decision-making actions for targeted groups, even to non-experts, into a user-friendly and single-entry service.

UP2030’s overall objective is to support cities in driving the socio-technical transitions required to meet their climate neutrality targets, helping city stakeholders and local authorities put neutrality on the map of their communities in day-to-day actions and strategic decisions. On of the main tasks of GGGI in this project is to support cities to assess investment needs of urban climate actions and identify financial instruments to mobilize resources for reaching climate neutrality by 2030.

 

ENGAGEMENT
  • Reports to and works closely with the GGGI Country Lead (hereafter: Lead), and regularly gives account of its work to support quality and timely delivery of Projects’ outputs;
  • Collaborate with the Projects’ consortia and project partners, stakeholders, national and European organizations; participate at relevant workshops and meetings and events as needed to support the implementation;
  • Communicate policy inputs with messages customized to the different audiences and targeted groups as required;
  • Collaborate as needed with GGGI’s Hungary Program with a view to propose new activities, opportunities and create partnerships to drive green growth in Hungary and the region;
  • Maintain active networking and consultation with the relevant stakeholders in Hungary and Project Partners as needed;
  • Identify relevant funding opportunities for the activities and participate in resource mobilization efforts for the GGGI Hungary Program;
  • Collaborate with other units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”;
  • Seek opportunities to present lessons learned from the Projects in the portfolio with external partners and engage in policy dialogue.
  • Promote green growth and the GGGI methodologies in Hungary and the EU.  

 

DELIVERY
  • Carry out energy efficiency and urban climate action technical and financial analyses, and provide policy support that is evidence based and data driven;
  • Produce substantive inputs in the form of financial and technical analyses, calculations and desk research in the field of finance on energy efficiency in buildings and other urban climate action projects;
  • Deliver the overall implementation of the Projects, support day-to-day operations;
  • Organize the delivery of supporting information material for decision-making and engagement with consortium partners as well as relevant stakeholders;
  • Ensure high quality delivery and monitoring of Projects’ deliverables and outputs;
  • Collect and integrate policy inputs where relevant and develop policy recommendations;  
  • Remain abreast of and illustrates expertise of relevant technical and financial information in the field, and the policy developments at the national and European level.

 

REQUIREMENTS
QUALIFICATIONS
  • Advanced academic degree in the field of energy economics, finance or economics, urban studies, environmental sciences, and/or another relevant discipline;
  • At least eight years of relevant experience in finance, energy techno-economic analysis, climate/energy policy development or urban climate finance;
  • Experience in participating and/or supporting proposal development and implementation of LIFE and HORIZON Europe projects is necessary for this position;
  • In depth knowledge of green finance, energy and energy efficiency and (urban) climate policy in EU and Hungary;
  • Experience in supporting policy development and strategic planning, evidence-based decision-making, research and analysis and project design;
  • Experience in organizing policy consultations, validation meetings, workshops and capacity building events at national level;
  • Experience in engaging with EU bodies and Hungarian ministries and agencies is an advantage;
  • Experience in European climate policy context and affairs. In-depth knowledge of the European green finance and energy efficiency policy developments is an advantage;
  • Experience in energy or financial or macroeconomic modelling is an asset;
  • Experience applying participatory, consensus-based approaches is an advantage;
  • Fluency in English and excellent report writing skills are essential; and
  • Knowledge of Hungarian language at a working level is an asset but not a condition.

WORKING CONDITIONS
  • The Green Finance and Energy Efficiency Expert position is an X8 grade level in GGGI’s Hungary salary scale. The X8 Hungary base salary level commences at USD 34,035 per year. Determination of base salary is subject to candidate's experience, academic background and internal equity. This position is open only to applicants who are able to reside and work in Hungary. The successful applicant would ideally take up the position in February 2023.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
