Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Measurement, Evaluation & Learning (MEL) Department at the Gavi Secretariat is responsible for leading the design and implementation of Gavi’s measurement, evaluation and learning activities, with the aim of ensuring that fit-for-purpose information is available and used to inform decision-making, improve accountability and successfully deliver on the Alliance’s strategy. 

This is a senior technical position within Measurement and Strategic Information (MSI), a sub-team of the MEL Department. The MSI team has two objectives: 
•    Ensure excellent measurement, monitoring and reporting of Alliance performance at country and corporate level;
•    Provide strategic analyses to inform Gavi strategies, policies and programming in order to strengthen delivery of results. 

THE ROLE
The Senior Specialist, Measurement and Strategic Information will report to the Head of Measurement and Strategic Information within the Measurement, Evaluation, and Learning Department and will manage two staff positions. They will be responsible for leading Gavi’s strategy for investments in measurement and learning (M&L) to strengthen country data systems and to ensure robust and integrated Gavi monitoring & learning approaches are in place aligned with the Gavi 5.0 Learning System. This includes:
•    Lead Gavi’s Measurement & Learning Strategic Focus Area (M&L SFA) workstream;
•    Lead the development of, and provide expert guidance to, Gavi monitoring & learning approaches;
•    Ensure insights from monitoring and learning inform Gavi decision-making processes.
Lead Gavi’s Measurement & Learning Strategic Focus Area (M&L SFA) workstream, which focuses on innovative and catalytic investments to strengthen country data systems and tools to provide timely insights to enhance immunisation programmes and support delivery on Gavi 5.0:
•    Lead the M&L SFA, ensuring alignment with the Immunisation Agenda 2030 data strategy and Gavi’s programmatic data approach and investments;
•    Lead secretariat and partner stakeholder discussions (i.e., Gavi M&L Task Force) to agree on activities to be funded by Gavi;
•    Lead M&L SFA request for proposal (RFP) process, including writing RFPs, reviewing submitted proposals, leading decision processes to select final proposals, and communicating final funding decisions;
•    Plan and manage investments through provision of strategic and methodological feedback to Service Providers during the proposal development process and as needed during the implementation period to ensure high quality deliverables that meet M&L SFA objectives;
•    Monitor progress towards M&L SFA objectives, including workplan and financial monitoring and preparation of materials to present to senior management and oversight mechanisms (e.g. Partnerships Team);
•    Identify promising M&L activities that could be scaled through Gavi’s Targeted Country Assistance and Health Systems Strengthening grants and work with the Health System & Immunisation Strengthening (HSIS) and Vaccine Programme (VP) teams to incorporate them into programme funding guidance.

Support robust and integrated Gavi monitoring & learning approaches:
•    Maintain a holistic understanding of, and work to ensure, coherence in Gavi monitoring approaches at country, programme, operational and strategic levels;
•    Lead the MEL Department’s engagement in future refinements to Country M&L plans, Joint Appraisals, High Level Review Panel monitoring templates, the Country Programme Monitoring and Performance Management framework and related frameworks;
•    Ensure coherence across country and programmatic M&L activities and programme funding guidance materials, and help improve programme funding guidance based on emerging insights from M&L investments;
•    Lead the MEL Department’s support in developing M&L frameworks for emerging Gavi policies or programmes and support refinement and operationalisation of the HSIS and VP M&L frameworks.

Serve as a Measurement and Learning expert resource to ensure rigorous design and operationalisation of M&L activities for Gavi programmes and supported countries:
•    Identify programme monitoring and learning gaps and develop options for filling them, for example the use of monitoring agents, health facility surveys, or remote data collection approaches in support of refining Gavi’s data strategy;
•    Provide guidance to Gavi country teams on new data collection approaches to identify and reach zero-dose children and monitor programme performance, e.g., advise on rapid monitoring methods or subnational survey design options;
•    Provide guidance to Gavi programme and country teams and MEL Department colleagues on technical questions related to the development of Learning Agendas, including study design, indicative costs and potential providers;
•    Provide guidance to Gavi’s Centralised Evaluation Team about the feasibility of proposed design options for future evaluations given constraints imposed by available data and incorporate learning from evaluations to strengthen Gavi’s monitoring and learning approaches.

Help ensure Gavi M&L activities and insights are represented and used in different fora and decision-making processes:
•    Conduct rapid learning or evidence synthesis activities to respond to emerging questions;
•    Contribute to the maintenance of Gavi’s Learning Priority questions to ensure they reflect current needs for new evidence;
•    Contribute to development of Gavi governance and strategic positioning papers, senior management briefing notes, and team presentations;
•    Represent Gavi and support senior management engagement in relevant internal and external dialogues and meetings (e.g. Immunisation Agenda 2030, Health Data Collaborative) and engage with key partners (e.g. WHO, UNICEF, Global Fund, Global Financing Facility) as needed. 

Supervise and support MEL staff to:
•    Ensure delivery on key priorities and deliverables;
•    Prepare and monitor team workplans and budgets;
•    Conduct performance reviews and implement professional development plans for direct reports.

Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs.
 
•    Minimum of 12 years of progressive professional experience in health programme (ideally immunisation programme) coordination and monitoring working with health programme data and systems is required;
•    Minimum of 3 years of experience working with country governments at national and subnational levels to plan and implement immunisation and health system data-related programmes is an asset.
 
•    Expertise in technical aspects of country data systems and tools relevant to managing and monitoring immunisation programmes is required. This could include health management information systems and in-depth data system reviews, electronic immunisation records, logistics information systems, surveys (household coverage surveys, post campaign coverage surveys, LQAS, facility surveys) and data triangulation methods;
•    Experience with leading strategy development, identifying practical solutions and developing guidance to strengthen data systems and tools for action at country level;
•    Expertise in M&L methods for country health programme planning and monitoring, including developing theories of change, developing monitoring frameworks and learning agendas, establishing targets and facilitating reviews of programme performance;
•    Experience designing, implementing and managing immunisation service delivery programmes is an asset;
•    Demonstrated capacity to influence senior leadership;
•    Demonstrated capacity to facilitate the use of evidence by decision makers;
•    Demonstrated capacity to lead the coordination of diverse stakeholders necessary to successfully deliver projects involving multiple organisations; 
•    Demonstrated capacity to manage budgets, staff or consultants, subcontracts, and deliverables;  
•    Demonstrated capacity to manage a variety of activities simultaneously, work within teams and take initiative;
•    Proven ability to meet deadlines; 
•    Ability to work in a multi-cultural environment; 
•    Demonstrated ability to work effectively with a range of partners; 
•    Excellent verbal and written communication skills.
•    Fluent English is required;
•    French is an asset.
•    Advanced university degree in Public Health or other relevant discipline (e.g. MPH, MSc, PhD) highly preferred; Bachelors degree required;
•    Training in statistical and survey methods, infectious disease epidemiology, and/or monitoring and evaluation methods highly preferred.
