Operations Manager Myanmar (Internal & National Position)

NRC is looking for an Operations Manager to join the Myanmar mission. The role holder will be responsible for supporting the development of country and area access strategies, tools, and guidelines. He/she will play an active role in supporting the Country Director and the Area Managers to manage and oversee the Area Offices for the implementation of programmes according to developed plans, budgets, and set standards.

What You Will Do

  • Strategy Development (development and execution of country strategy; develop country and area-based humanitarian access strategies; develop engagement strategies with authorities and humanitarian actors; and develop advocacy initiatives).
  • Operational Support (provision of advice on negotiation strategies and tactics; support in programme delivery; development of remote management strategy; ensure documentation is regularly updated; coordinate cross sectoral input and provide recommendations on response modalities; development and implementation of access coordination mechanisms; and implementation and adherence to governing structures and systems).
  • Coordination (representation of NRC and good working relations with authorities, donors, and partners; expand and maintain a network of contacts through direct engagement and strategic support to stakeholder engagement; maintain active contact with access/liaison counterparts from peer agencies and relevant organisations; liaise with and participate in critical coordination mechanisms; contribute to coordination with other INGOs and UN systems; and lead negotiation teams and support for efforts that secure access from local authorities and external stakeholders).
  • Analysis (implement and monitor analysis; design humanitarian access briefings and data collection tools; coordinate information provisions and access analysis briefings and dashboards; and ensure updated actor mappings and stakeholder analyses).
  • Training (deliver trainings to staff on humanitarian principles, access, negotiations, and Civil-Military Coordination principles).
  • Line Management (staff development, capacity building, and support; and performance management).

 

What You Will Bring

  • Senior Management experience in a complex emergency context, with high level access constraints.
  • Chairing, co-chairing, or coordination experience.
  • Principled humanitarian response experience.
  • Humanitarian access work exposure.
  • High risk, insecure, opaque, complex, and volatile context exposure.
  • Myanmar humanitarian context exposure and knowledge.
  • Communication and negotiation skills.
  • English and Burmese fluency, both written and verbal.

What We Offer

  • Yangon, Myanmar duty station, but with the ability and flexibility to work from home/remotely for extended periods of time.
  • 12-month contract duration.
  • 50% travel, approximately.
  • Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
