BACKGROUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people survive, recover and gain control of their future. The IRC is working to improve the safety, health, education, economic well-being, and power of people in crisis affected places. IRC’s Economic Recovery and Development programming ensures that clients meet both their short- and long-term economic needs through sustainable and ethical programs such as, but not limited to, cash and voucher transfers, food security promotion, climate-smart agro-pastoral production and enterprise development and employment promotion.

 

More than 3.6 million people have fled across borders to seek safety in the 1st month since the escalation of conflict in Ukraine on February 24, 2022, and over 6.5 million Ukrainians are reported to be displaced. As the vast majority of the displaced are women, girls, and boys, this could become the worst humanitarian crisis Europe has seen in decades.

 

Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Ukraine and Poland to facilitate immediate assistance that can be used where it is the most needed. Simultaneously, the IRC is establishing operations across Ukraine and Poland to complement partner response services either in breadth or scale.

 

This position will be based in Warsaw, with frequent travel to other locations as necessary.

 

 

JOB SUMMARY AND RESPONSABILITIES

 

The Data Collection Assistant will support day to day implementation of economic recovery and development programming assistance, and travel regularly to program locations within and outside Warsaw support IRC's community engagement and registration work for cash and basic needs and general ERD programming, including as office-based work throughout project cycles such as reporting and data storage tasks, following up on administrative tasks (raising PRs and other operational needs, etc.).

 

RESPONSIBILITIES:

Under the supervision of ERD Officer (Community Engagement), the Data Collection Assistant will be responsible for:

                     Making calls to clients to book appointments, register and conduct interviews.

                     Conducting registration of clients for cash, voucher and in-kind assistance.

                     In coordination with MEAL standards and guidance collecting and updating relevant data that meets the intended purpose and quality using the recommended data collection tools/methods and platforms.

                     Adhering to confidentiality procedures and policies when collecting, storing, and sharing data.

                     Carrying out testing of tools at the field level and gathering feedback.

                     Participate in the training in data collection methodologies and tools.

                     Ensure compliance to organizational performance standards, code of conduct and safeguarding policies.

                     Prepare weekly/monthly reports and timely submit to the supervisor for review and further actions.

                     To perform other administrative duties as assigned and agreed upon by supervisor.

                     Works closely with:

Internal:  Other ERD team members, IRC Protection Analysis Manager and Protection Monitoring Officers , Education, Partnerships and MEAL staff, Finance, Supply Chain.

External:  clients, community leaders and other target groups

 

JOB REQUIREMENTS

The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. Education:  minimum university degree in International Development, Business Administration, Economics, Humanitarian Response, Social Science preferred.

Work Experience: at least 6 months of relevant work experience in cash and voucher assistance.

 

Demonstrated Skills and Competencies:

                     Knowledge and experience in use of mobile data collection apps, MS Excel, and MS Word applications.

                     Ability to enhance good interpersonal relationships.

                     Good communication skills.

                     Works collaboratively with team members to achieve results.

                     Relates and works well with people of different cultures, gender, and backgrounds.

                     Flexibility and prepared to work additional hours.

                     Ability to multi-task

                     Ability to work both independently and as part of a team.

                     Able to respond rapidly to changing environments yet remain productive and focused.

                     Strong and fast computer skills (primarily Word, Excel, and outlook).

 

Language Skills:

                     Knowledge of Ukrainian and/or Russian required.

                     Basic knowledge of English and Polish is an advantage.
