The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, and Monguno of Borno state, and Damaturu of Yobe State. Currently, IRC Nigeria implements programs for primary health care, nutrition, environmental health, women’s protection, and empowerment, protection, child protection, education, food security & livelihoods

HeRON Project Overview in Adamawa

Since 2020, the Health Resilience of the Northeast (HeRON) project has been working alongside states and local government authorities in Borno and Yobe, strengthening their capacity to effectively deliver quality integrated primary healthcare, reproductive, maternal, and newborn and child health and nutrition services.

In late 2022, HeRON conducted a health needs assessment in Adamawa state to ascertain the readiness of the health system to provide quality primary healthcare services for Internally Displaced Persons (IDPs), returnees, and vulnerable host community members.

In 2023, HeRON will expand to Adamawa state to support the State Government in implementing a resettlement plan for IDPs across selected LGAs from dependency on emergency humanitarian aid to independent and self-sufficient residents of Adamawa state, and support the IDPs, IDP returnees, and vulnerable host community members have improved access to quality primary health care and Nutrition services.

Scope of Work

IRC is seeking a dynamic and highly experienced monitoring and evaluation professional to manage and implement IRC-HeRON monitoring and evaluation activities in Adamawa State. The M&E Manager-HeRoN will report to the Senior project Manager Adamawa, with dotted lines to Senior Consortium M&E Manager and the IRC Country program M&E Coordinator.

This position is responsible for leading all MEAL related assignments and management of the HeRoN MEAL officer in Adamawa state. The position supports the development and implementation of the programs monitoring, evaluation, accountability and learning strategy to ensure quality, timely, and accurate information in support of the implementation of HeRoN activities The incumbent will be responsible for ensuring overall coherence of monitoring and reporting tools, and coordination of data compilation of HeRoN activities in Adamawa state.

He/she will have a strong working relationship with the IRC M&E team as well as the consortium management team for additional technical support. He/she will work collaboratively with HeRoN program team and M&E/Consortium coordinators and support M&E officer at the field level. He/she will be expected to communicate courteously on project performance and maintain positive relationships with program and support teams.

Major Responsibilities

Technical oversight and M&E skills

  • Support development, review, and implementation of project M&E systems/plans, SOPs, guidance, and measurement tools in line with the IRC MEAL Handbook.
  • Closely work with the Senior M&E Manager HeRoN, Senior Program Manager HeRoN, and program team to ensure that all program team have tested standard monitoring tools that capture both activity and indicator progress over time.
  • Ensure development and localization of Client Responsiveness Mechanism across HeRoN sites in Adamawa state.
  • Develop tools that aid in documenting, storing, and sharing lessons learned that have implications for the refinement of best programmatic practice.
  • Lead and assist the M&E officer in conducting reflective practice forums at the field office/ partner level and compile lessons from partner implementation processes.
  • Update and provide data and information to the Senior M&E Manager and Senior Program Manager-HeRoN on IRC-HeRoN project performance indicators.
  • Conduct data quality audits of partner data to identify and resolve systemic problems affecting data quality, document findings from data quality audits, and store them in project files to ensure collective and sustainable access.
  • Support Senior M&E Manager-HeRoN and Senior Project Manager with the planning and implementation of project assessments.
  • Work with program staff to ensure that the HeRoN work plans include monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to-date and progress tracked.
  • Design survey data collection tools and methodologies to ensure it captures protection mainstreaming issues, Washington disability questions, and IRC client responsiveness.
  • Conduct field monitoring visits and document learnings and share lessons
  • Work with M&E staff to track progress as against the project indicators and highlight actionable points for tracking and update.
  • Facilitate planned surveys and proper engagement of external consultants (where necessary)

Information management and reporting

  • Responsible for HeRON monthly and/or quarterly performance indicator analysis
  • Provide M&E inputs for regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring concerned staff attention.
  • In liaison with the Senior project manager, contribute to Adamawa project internal and donor report compilations and analysis.
  • Extract lessons learned from projects, systematically document stories of change across partners, and make them easily accessible.
  • Support M&E Officer to ensure that data is collected and entered databases and/or tracking sheets, and/or the data platform on a regular basis.
  • Organize and facilitate meetings with partners (SPHCDA) on M&E progress, challenges, and way forward.
  • Coordinate data management, and ensure data is managed according to IRC protocols and best practice

Human Resources, Learning & Development:

  • Coordinate, lead, mentor the M&E officer to foster timely and high-quality achievement, and an inclusive and respectful team climate.
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicate through words and examples a high standard of compliance with all applicable policies and regulations.

Coordination & Representation

  • Participate and provide technical support at Adamawa State MOH monitoring and evaluation activities/meetings
  • Participate in program coordination meetings with the Adamawa program teams
  • Participate at coordination meetings: All HeRON consortium coordination-related meetings, Field implementation meetings with program staffs, and any other relevant IRC internal meetings as required
  • Participate at relevant external coordination meetings (relevant TWGs and Tsk forces, etc.) as required
  • Facilitate field monitoring visits for internal and external stakeholders, when required.
