OBJECTIVES OF THE PROGRAMME

The Department of Country Strategy and Support (CSS) responds to the need for enhancing WHO leadership at country level, ensuring integrated technical cooperation and coordinating strategic policy dialogue.CSS specifically:- leads, advocates and guides development and renewal of country cooperation strategies;- coordinates and collaborates with regions on strategic policy dialogue;- strengthens WHO's country presence ensuring that WHO's work is closely aligned with the needs and circumstances of individual countries. CSS advocates for facilitates and assesses the implementation of WHO transformation at country level. The nature of CSS's work is that of facilitator, broker and catalyst. The Department works using continuous dialogue with all regional and country offices.

DESCRIPTION OF DUTIES

  • Provide specialist technical support to the work program in the area of Public health in the assigned country(ies) and assist Member States through the provision of technically sound advice, including through organizing strategic policy dialogues, to facilitate the successful implementation of national health systems.
  • Contribute to the development of national strategies and policies through technical and policy advice and recommendations on plans of actions for strengthening health systems and improvements in the planning and management of existing Public health systems.
  • Develop and monitor work plans and budgets including resource mobilization for the work programme and follow-up on the implementation of planned activities.
  • Critically review data and provide high-level data analyses and information on best practices and partners' experiences in implementing sustainable Public health systems and disseminate information.
  • Develop and conduct capacity building in Public health systems and the management and financing of the systems.
  • Serve as a technical resource to the public concerning sustainable health systems that contribute to health equity, social justice and elimination of exclusion and respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.
  • Conceive, coordinate and conduct a variety of community outreach activities concerning the extension of health-care networks.
  • Advance liaison with and coordinate national counterparts, technical departments at HQ, and with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to Public health systems and resolve issues or concerns.
  • Seek funding for new project sand work programmes.
  • Represent WHO at various meetings, as delegated by the CSS management.
  • Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • An Advanced level university (Masters level or above) degree in public health with focus on health policy, health system or health economics

Desirable:

  • Advanced level studies and degree in health (medicine or public health), ideally at a doctoral level.

Experience

Essential:

  • At least seven years of progressively responsible professional experience in public health, developing public health capacity and policies/strategies that promote health and preventative measures, investigation, surveillance, preparedness and control of various diseases.
  • Within this experience demonstrated professional experience working at the country and/or regional level on public health initiatives promoting public health programmes as well as providing technical advice and support to external partners.

Desirable:

  • First hand working experience in a developing nation.

Skills

  • Sound knowledge of country level situations with regard to public health systems development and management along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.
  • Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems.
  • Ability to review and revise policies and objectives of assigned program and activities;
  • Excellent knowledge of Health care systems and safety regulations;
  • Public speaking techniques;
  • Excellent drafting and communication skills;
  • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work;
  • Team spirit and time management skills;
  • Ability to work harmoniously as a member of the Department team and with inter-region Country Support Unit Network, and with any country office team, with different technical and managerial Units in a multi-cultural and multi-disciplinary environment;
  • Good knowledge of the UN system is required.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5242 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
