Organizational Setting

The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.

Launched at the 2016 World Humanitarian Summit by the European Union, FAO and WFP, the Global Network Against Food Crises (GNAFC) is multi-stakeholder initiative composed by humanitarian and development actors united by the commitment to tackle the root causes of food crises and promote sustainable solutions through shared analysis and knowledge, strengthened coordination in evidence-based responses and collective efforts across the Humanitarian, Development and Peace (HDP) nexus. Within this partnership, FAO has a key role in the operationalization of the Global Network at global, regional, and country level with an emphasis on analytical work around food crises to inform decision-making (e.g. Global Report on Food Crises), the identification of innovative approaches to tackle root causes of food crises in a sustainable manner, and then furthering support at the country level for HDP programming and improved coordination.

Against this background OER is looking for senior level specialist/advisers able to provide specific specialised support to the various work streams of the Global Network Against Food Crises

The location of the position (s) will depend on the specific ToRs of the different assignments.


Reporting Lines

The Global Network Against Food Crises Senior Adviser reports to the OER Director.


Technical Focus

Provide strategic advice and specialised support for the implementation of the Global Network Against Food Crises and facilitate strategic partnerships with Global Network stakeholders.


Tasks and responsibilities

• Provide strategic advice and specialized support for the implementation of the Global Network against Food Crises along its three dimensions (understanding food crisis, leveraging strategic investments, and moving beyond food). In particular for what concerns: a) the enhanced harmonization and utilization of acute food insecurity analyses; b) food systems and value chain analysis; c) resilience analysis; d) resilience programming in protracted crises; e) conflict analysis;
• Lead and support the generation of research based evidence to inform and shape policy processes at all levels to promote food crises prevention;
• Support efforts in strengthening networks and partnerships with relevant GN stakeholders, including resource partners, UN agencies, regional organization, national governments, and scientific and academic organizations to achieve or enhance the Global Network results;
• Serve as focal point in key technical areas and represents the Organization in relevant internal and external meetings;
• Perform other relevant duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in agricultural or development economics, international relations, social science, public policy, political science, food security and nutrition related area;
• Twelve years (category A) of relevant experience in policy analysis, advice and development related to food systems, food security, agriculture, nutrition, and/or rural development;
• Working knowledge of English or French (level C) and limited knowledge (level B) of the other or one of the other FAO languages (English or French, Spanish, Arabic, Chinese, Russian). For PSA, working knowledge of English or French (level C).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions in fragile and protracted crisis contexts;
• Demonstrated experience in strengthening the enabling environment for food security, agriculture, nutrition, and/or rural development providing policy advice, addressing cross-cutting issues in different sectors, and linking policy and data generation/analysis;
• Demonstrated experience in food security analysis in food crisis contexts and related research work;
• Extent and relevance of experience in the analysis and formulation of policies around food security, agriculture, nutrition, and rural development;
• Extent and relevance of experience in facilitating policy dialogue and multi-stakeholder consultations around food security, agriculture, nutrition, and rural development.
