Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.

Context

In Ukraine, UNDP has been working since 1993 with the national and local authorities, public and private sector stakeholders, partners across the UN system, civil society, and local communities to promote inclusive growth and sustainable human development. Our work is guided and informed by the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), to develop targeted solutions to the country’s development challenges. Since the invasion of Ukraine by the Russian Federation on February 24th, 2022, the total number of verified civilian casualties were 11,862, including 5,110 killed, according to the UN Human Rights Monitoring Mission in Ukraine (HRMMU). The scope and scale of damage to critical infrastructure caused by the conflict has also been devastating, including residential housing, hospitals, schools, kindergartens, and other civilian targets damaged or destroyed. The number of people with disabilities (PwDs) caused by the war – both combatants and civilians - has led to increased special demands on services, specifically medical and psycho-social, which are expected to continue to grow substantially over time. The Government of Ukraine has a wide set of policies regulating the sphere of social and medical services and a wide range of rehabilitation centres, nevertheless, the rehabilitation system lacks capacities and funds; is in dire need of modernization and faces difficulties in terms of dealing with war inflicted injuries and traumas. Responding to this, UNDP now seeks to prepare and deliver 18 months project, responding to the immediate needs in terms of service provision as well as economic integration of PwDs caused by the war, by enhancing capacities of rehabilitation facilities across Ukraine and partnering with Civil Society for increased livelihood opportunities, while underpinning the Governments long-term rehabilitation agenda for PwD’s and continued work for a Barrier-free Environment in Ukraine. The Project comprises three outputs: • Output 1. Government of Ukraine enabled to design new policies and regulations to better protect, respect and fulfil the rights of people with disabilities, with the focus on rehabilitation • Output 2. Rehabilitation institutions have enhanced technical expertise, capacities and equipment to ensure necessary service provision • Output 3. PwD’s socio-economic integration enhanced through livelihood support

Task description

Project Assistant will provide substantive support to the project staff in the implementation of project activities ensuring the administrative and financial support functions. The Project Assistant will work in close collaboration with the projects’ staff and operations, programme and in the CO UNDP as required for resolving complex administrative-related issues and exchange of information. In this context the Project Assistant will establish close synergies with and seek guidance from the operations teams in terms of operational policies and procedures. 1. Perform administrative support functions to facilitate the implementation of the project activities including: • Participate in project activities (trainings, meetings, round tables, conferences, other public activities) preparation, implementation and follow up, take meeting minutes; • Provide assistance with recruitment and personnel management; assure due selection process of project experts and consultants is in place through advertisements in mass media, participate in selection process. Collect the documentation required for the recruitment and contract extension, promotion, separation and other related administrative actions; • Provide assistance with matters related to travel of project and UNDP CO staff and mission inside and outside Ukraine including missions and travel arrangements and authorizations, mission requests, travel and hotels bookings and all other relevant; • Keep accurate electronic and paper filing, correspondence register and filing, information and records systems; • Provide assistance with project documents and simple correspondence translation and interpretation as needed; • Provide assistance to office maintenance and reception, including management of project stationery and office supplies, purchase office equipment and furniture, inventory. Assure that due security measures are in place with regard to the project office; • Maintain and update the project’s e-documentation and knowledge management systems; • Ensure coordination with partner agencies regarding project’s planning and implementing activities; • Participate in the trainings for the operations/projects staff on administrative and financial procedures. 2. Provide day-to-day assistance support to the project’s financial operations in accordance with UNDP rules and regulations, and relevant SOPs including: • preparation of the supporting documentation for contracts and payments; • contribute to preparation of budgets and budgets revision; • other relevant. 3. Ensure gender mainstreaming Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe and enabling environment free of any kind of discrimination and abusive behaviour, and use the principles of gender responsive communication in line with the UNDP corporate standards.
