BACKGROUND

Under the guidance and direct supervision of the Head of Coordination Unit, the National Humanitarian Affairs Officer (NHAO) analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.

The NHAO works in close collaboration with the OCHA Türkiye management and coordination teams, NGOs, Cluster Coordinators, programme staff in other UN Agencies and OCHA HQ staff. The incumbent will work as part of the Coordination Unit and have a key role in supporting inter-sector coordination and the Humanitarian Programme Cycle for cross-border operations of NGOs and UN agencies into Syria.

Duties and Responsibilities

Under the overall supervision of the OCHA Turkey Head of Coordination Unit, the incumbent is expected to perform the following tasks:

  • Assists in the design and preparation of studies on humanitarian, disaster, emergency relief, funds mobilization and related issues and in various follow-up activities.
  • Researches, analyzes, verifies and triangulates data and presents narrative and numerical information gathered from diverse sources on assigned topics/issues.
  • Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, strategies/plans, policy guidelines, minutes and notes etc.
  • Develops and maintains reference/resource information on specific topics or policy-related issues; assists in the production of appeals for international assistance
  • Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues.
  • Maintains awareness of current humanitarian affairs, humanitarian financing and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.
  • Assists with advocacy products, writing, editing, researching, and translating.
  • Proactively supports clusters and working groups, leads on discussions where appropriate, identifies key issues, and creates required linkages
  • Support UN cross-border shipments under UN Security Council Resolutions2672.
  • Maintain a large network of contacts within UN and NGO counterparts to understand issues in cross-border programming and facilitate their resolution.
  • Perform any other duties assigned by supervisor.

Qualifications

Education:

  • Master’s degree (MA) in economics, demography, sociology, development studies, English, international relations, law, or related field
  • Alternatively, Bachelor’s Degree in economics, demography, sociology, development studies, English, international relations, law, or related field plus 2 years of relevant experience in lieu of MA will be considered.

Experience:  

  • Former working experience on the Syria crisis and humanitarian assistance to Syria or work experience with a UN agency or NGO providing assistance to Syria is desirable.
  • Experience in humanitarian coordination is desirable.
  • Experience in the use of computers and office software packages and handling of web-based management systems is desirable.
  • Experience in data collection, compilation, analysis, and reporting with ability to write in a clear and concise manner and effective oral communication is desirable.
  • Experience in conducting and participating in meetings and reporting thereof is desirable.
  • Experience in leading/chairing coordination meeting is desirable.

Language Requirements:

  • Fluency in English and Turkish are required.
  • Proficiency in Arabic language is desirable.
