BACKGROUND

Under the guidance and direct supervision of the Head of Communications and Reporting Unit, the National Reporting Officer (NRO) has a specific responsibility to support OCHA Türkiye as follows:

(a) draft documents such as situation updates, flash updates, talking points, meeting minutes;

(b) assist in rapid information gathering, fact checking and production of OCHA external-facing materials under timely deadlines; 

(c) disseminate information and policies to the humanitarian community, authorities, donors, and others as directed;

(d) help identify humanitarian priorities and needs;

(e) disseminate information on the impact of the Syria crisis, the humanitarian response, and the need for international assistance;

(f) work closely with the OCHA Türkiye Access Unit to ensure accurate contextual information;

(g) work closely with the inter-cluster coordinators and offer support on inter-cluster-related matters;

(h) assist in communications/public information tasks as required;

(i) support liaison with external stakeholders as required.

The NRO works in close collaboration with the OCHA Türkiye management, humanitarian fund, information management unit, and coordination teams, NGOs, programme staff in other UN Agencies and OCHA HQ staff. The NRO will work as part of the Communications and Reporting Unit.

Position Purpose

The position is located in the Communications and Reporting Unit of the Office for the Coordination of Humanitarian Affairs (OCHA) in Gaziantep, Türkiye. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. The OCHA Türkiye Office for the Syria Crisis is part of the Whole of Syria (WoS) humanitarian response and leads the coordination of the UN cross-border response.

Duties and Responsibilities

Under the overall supervision of the OCHA Türkiye Head of Office, Deputy Head of Office and under the day-to-day guidance of the Head of Communications and Reporting Unit, the NRO is expected to perform the following tasks:

1) Monitor, research, analyze and present information gathered from diverse sources on humanitarian issues in relation to the Syria crisis.

2) Contribute to the preparation of various written documents and information communications products, e.g. background papers, correspondence and presentations, Situation Reports, donor reports, etc. This includes proposing topics, undertaking research, conducting interviews, writing drafts, obtaining clearances, finalizing texts and ensuring distribution to agreed target audiences.

3) Assist in the production of appeals and resource mobilization for international humanitarian assistance.

4) Assist in the organization of meetings, conferences, workshops and other coordination and advocacy events including the preparation of talking points. Attend and prepare detailed minutes and reports on meetings of relevance to OCHA. Prepare for and accompany visiting UN and donor missions.

5) Assist in liaising with media, the general public, and other external stakeholders as required, including input into communications planning.

6) Initiate and sustain professional relationships with key constituencies.

7) Offer translation/interpretation services when required

8) Perform other duties, as required.

Qualifications

Education:

  • Master’s degree (MA) in political or social sciences or a related field
  • Alternatively, a Bachelor’s Degree in political or social sciences or a related field plus 2 years of relevant experience in lieu of an MA will be considered

Experience:  

  • Working experience in the Syrian context, or equivalent. Familiarity with and good knowledge of the Syria crisis and the humanitarian assistance effort in Syria is strongly desirable.
  • Strong experience in research, writing, and/or public/external reporting tasks in English is strongly desirable.
  • Experience working with data or statistics (collection, compilation, and general analysis) is desirable.
  • Experience in supporting and participating in multi-stakeholders meetings, notably supporting with meeting reports, talking points, and/or minutes, is desirable.
  • Experience with the United Nations is desirable.

Language Requirements:

  • Fluency in English and Turkish is required.
  • Proficiency in the Arabic language is desirable.
