The consultant shall provide professional services for the codification, implementation, and integration of a technological tool for the trade of controlled substances, equipment and products listed in the Montreal Protocol to strengthen the control mechanisms of the National Environmental Licensing Authority, in order to standardize, optimize and comply with regulatory requirements.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides support to Colombia for the implementation of the 4th tranche of Stage II of the HCFCs Phase-out Management Plan, as Cooperating Implementing Agency specifically for the following component:

• Technical assistance in policies formulation and implementation.
Under the legal/regulatory framework, the Ministry of Environment and Sustainable Development (MADS), through its Ozone Technical Unit (UTO), has requested UNEP to hire a consultant to provide support in software development of a Quota Control Tool and documentation related to the Montreal Protocol Controlled Substances for the National Environmental Licensing Authority (ANLA).

ANLA is the entity in charge of verifying the information provided by importers and exporters within the approval process to obtain the import license/registration of both substances and equipment containing controlled substances under the Montreal Protocol. In view of the implementation of the Kigali amendment with the quota control of hydrofluorocarbons (HFCs) and the entry into force of new regulatory instruments to control the entry of equipment with HCFC substances in compliance with phase-out schedules, the aim is to strengthen the operational capacity and the mechanism for controlling quotas and granting approvals that this entity already has.

In line with national legal/regulatory frameworks, the OzonAction Branch in LAC is requesting approval to hire an International or National Consultant to provide support in software development and documentation associated with the Montreal Protocol Controlled Substances Quota Control Tool project for the National Environmental Licensing Authority (ANLA).

Feasibility and design of the Substance Quota Control Tool. The consultant will be responsible for the following actions:

• Execute software development in accordance with the requirements requested in the development document.
• Support the development test plan.
• Ensure the development test environment pass-through.
• Attend to adjustments requested as a result of testing sessions.
• Ensure the development goes into production.
• Any others that may be assigned to guarantee the object of the contract within the framework of its development.
• Follow UTO’s guidance and requests, and the regional CAP team advice to deliver country services and ask for UN Environment Programme intervention if a political challenge emerges that may compromise the successful completion of this SSA.

Qualifications/special skills

University degree in systems engineering, electronic engineering, software engineering, information technology engineering or related field is required.
At least 3 years of experience in software development and coding in Aspx .Net, Asp Net Core y SQL Server.

Languages

Fluency in Spanish is required.
