Job Overview: Implemented by the IRC, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO), which helps refugees achieve self-sufficiency in the United States. As part of this work, CORE develops resources, provides training, and manages a website for providers. Additionally, CORE provides digital platforms and information services for newcomers through Settle In.

The Monitoring and Evaluation Officer will report to CORE’s Director and work in coordination with other CORE staff to advance CORE’s programmatic objectives. This position will be responsible for maintaining and updating the project M&E plan, conducting ongoing M&E across multiple funding streams, and leading and coordinating needs assessments and evaluations for the project. This staff person may be located anywhere in the United States.

Major Responsibilities:

  • Lead tracking of all project outputs, outcomes, and objectives against targets.
  • Ensure consistent use of data collection tools; monitor data quality and follow up on issues identified.
  • Ensure all monitoring and evaluation activities are consistent with funder requirements.
  • Lead monthly, quarterly, and annual reporting in collaboration with CORE staff.
  • Compile project data for annual proposals and other materials.
  • Maintain project database to support efficient, accurate data management, reporting, and data analysis.
  • Alert CORE Director to any necessary changes to the M&E plan or tools in a timely manner.
  • Design and implement annual assessments in cooperation with key project staff, and other needs assessments as needed
  • Manage annual evaluation in coordination with key project staff.
  • Lead analysis and interpretation of needs assessment and evaluation results.
  • As needed support RAI M&E priorities, including those that will speak to CORE’s impact as a technical assistance project.
  • Other duties as assigned.

Job Requirements:

  • Undergraduate degree required, social science, data science, or related field preferred
  • Minimum of 5 years of monitoring and evaluation (M&E) work, including work with digital platforms or technical assistance projects
  • Demonstrated commitment to data-driven programming
  • Strong foundational M&E skills, including demonstrated experience developing logframes; developing and/or implementing M&E systems; developing surveys and other data collection tools; analyzing and visualizing data; and reporting.
  • Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback  into project implementation
  • Demonstrated knowledge of the U.S. Refugee Admissions Program and Cultural Orientation programs;
  • Strong writing skills, including the ability to develop coherent, engaging, grammatically correct reports for a wide range of audiences;
  • Demonstrated command of PowerPoint and Excel
  • Excellent oral communication skills: the ability to communicate effectively with colleagues and partners and present at professional meetings;
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;
  • Flexibility and an understanding of resource creation as an iterative process;
  • Detail orientated and self-directed.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
